BACKGROUND <br /> The City of Pleasanton operates the Pleasanton Paratransit Door-to-Door Service, <br /> which provides transportation to Pleasanton/Sunol residents 60 years or older, and to <br /> disabled residents 18 years of age or older. The proposed FY13 operating budget is <br /> $544,588. Funding for FY13 is anticipated to include $53,470 from MTC 4.5, $83,713 <br /> from Alameda County Transportation Commission, $45,000 in fare box receipts, and <br /> $362,405 from the City's General Fund. <br /> The MTC has established an application and funding formula for the distribution of MTC <br /> TDA 4.5 funds. Claims are reviewed by MTC and forwarded to the Alameda County <br /> Board of Supervisors for consideration and approval. The City of Pleasanton's MTC 4.5 <br /> application for FY13 is for $53,470. <br /> The Alameda CTC has established a similar funding formula for the distribution of <br /> Measure B (dedicated sales tax) funds to provide special transportation for seniors and <br /> persons with disabilities. Each eligible agency must submit an application, including an <br /> eligibility statement and required Board/Council Resolution, which is reviewed by <br /> Alameda CTC. Funding recommendations are then forwarded to the Paratransit <br /> Advisory Planning Committee (PAPCO) for consideration, and on to the Alameda CTC <br /> Board of Directors for final approval. The City of Pleasanton's Measure B application <br /> for FY13 is for $83,713. <br /> With the new Alameda CTC funding guidelines, Pleasanton Paratransit staff will be <br /> required to adjust the eligibility age for service to 70 years and older effective July 1, <br /> 2013. Currently, Pleasanton Paratransit provides service to Pleasanton and Sunol <br /> residents age 60 years and older. Currently, there are 17 registered riders using the <br /> service that would be impacted by this new age criteria. Staff is working with Alameda <br /> CTC to "grandfather" these riders into the new funding guidelines. <br /> In addition, effective July 1, 2012, the Downtown Route will begin 3-day operations to <br /> adjust to ridership trends. Service will continue to the major senior housing complexes <br /> and include 19 destinations (grocery stores, shopping centers, medical facilities, etc). <br /> As a same-day, low cost transit alternative, the Downtown Route is an important option <br /> for paratransit riders.
