9
THE CITY OF
CITY COUNCIL AGENDA REPORT
pLEASANTON.
May 15, 2012
Community Services
TITLE: ADOPT A RESOLUTION AUTHORIZING SUBMITTAL OF AN
APPLICATION FOR (TDA) FY13 TRANSPORTATION DEVELOPMENT ACT
ARTICLE 4.5 FUNDS AND ALAMEDA COUNTY MEASURE B FUNDS FOR
THE PLEASANTON PARATRANSIT SERVICE
SUMMARY
The Transportation Development Act (TDA) provides for the disbursement of
transportation funds through the Metropolitan Transportation Commission (MTC) for
community transit services. Funding is allocated from TDA Article 4.5 and Alameda
County Measure B (dedicated sales tax) funds. Eligible agencies are required to file
annual applications for allocation with the MTC and the Alameda County Transportation
Commission (Alameda CTC). For FY13, the City's projected allocation is $137,183
($53,470 TDA; $83,713 Measure B). These funds will be used to offset the proposed
FY13 Paratransit Door-to-Door program cost of $544,588. New Alameda CTC
guidelines require updating the Pleasanton Paratransit Service operating protocols to
establish 70 years of age as the new eligibility criteria effective July 1, 2013.
RECOMMENDATION
That the City Council adopt a resolution authorizing the Director of Community Services
to submit an application for the FY13 TDA Article 4.5 funds from the MTC and Alameda
County Measure B Funds from the Alameda CTC.
FINANCIAL STATEMENT
The total cost of the City's Paratransit Door-to-Door program is $544,588. Should the
City receive both TDA Article 4.5 ($53,470) and Measure B ($83,713) funds for FY13, it
would reduce the City's contribution from the General Fund to $362,405. The total
General Fund subsidy for the Paratransit Program is estimated to be $372,096 for
FY13, which includes $9,691 for the Downtown Route program.
