initially applied for. As an example, a resident applying for the Civic Arts Commission may be
appointed to the Library Commission due to the Mayor's review of their experience and interest
and the City's need to fill vacancies. In any event, staff assumes that it would dedicate some
time immediately after the commissions are merged as either part of regular commission
meetings or in a workshop setting educating all commissioners regarding housing and human
services matters. Further, as noted in the previous section, based on the anticipated course of
attrition, the commission will continue to have individuals with specific experiences in various
areas of commission responsibility.
Advantages and Disadvantages of Merging the Commission
Advantages:
. Streamlines the public process, particularly as it relates to the Housing and Human Services
Grant (HHSG) process.
• Creates a more "holistic" approach to addressing housing and human service needs.
• Reduces duplication of staff time.
Disadvantages:
. May result in more of a "big picture" approach that minimizes the detail related to housing
and human services issues.
. Potentially a larger workload for new commission as compared to the current Housing
Commission and Human Services Commission.
. Staff has not yet determined the allocation of staffing the Commission.
STAFF RECOMMENDATION
As part of this process staff is requesting commission on the following:
• Provide feedback regarding whether the review should continue or if based on the above, the
commissions are of the opinion that a merger is not in the best interest of the city and the
user communities. If this is the case from the majority of commissioners from both
commissions, staff would report back to the City Council with this fact.
• Provide comment on the proposed listing of duties for a new commission.
• Provide a preference regarding the two options for commission attrition or provide a
different alternative.
• Provide an idea for naming the commission. As mentioned, staff has assumed the "Housing
and Human Services Commission" but other names may be more appropriate.
• Provide a preference for the size of the commission that is five or seven members.
• Identify any additional staff work to be completed that would assist in making a decision on
his matter.
As noted at the August meetings, staff assumes the next steps would be the following:
Page - 6 -
