In any event, staff assumes that it would dedicate some <br /> time immediately after the commissions are merged as either part of regular commission <br /> meetings or in a workshop setting educating all commissioners regarding housing and human <br /> services matters. Further, as noted in the previous section, based on the anticipated course of <br /> attrition, the commission will continue to have individuals with specific experiences in various <br /> areas of commission responsibility. <br /> Advantages and Disadvantages of Merging the Commission <br /> Advantages: <br /> . Streamlines the public process, particularly as it relates to the Housing and Human Services <br /> Grant (HHSG) process. <br /> • Creates a more "holistic" approach to addressing housing and human service needs. <br /> • Reduces duplication of staff time. <br /> Disadvantages: <br /> . May result in more of a "big picture" approach that minimizes the detail related to housing <br /> and human services issues. <br /> . Potentially a larger workload for new commission as compared to the current Housing <br /> Commission and Human Services Commission. <br /> . Staff has not yet determined the allocation of staffing the Commission. <br /> STAFF RECOMMENDATION <br /> As part of this process staff is requesting commission on the following: <br /> • Provide feedback regarding whether the review should continue or if based on the above, the <br /> commissions are of the opinion that a merger is not in the best interest of the city and the <br /> user communities. If this is the case from the majority of commissioners from both <br /> commissions, staff would report back to the City Council with this fact. <br /> • Provide comment on the proposed listing of duties for a new commission. <br /> • Provide a preference regarding the two options for commission attrition or provide a <br /> different alternative. <br /> • Provide an idea for naming the commission. As mentioned, staff has assumed the "Housing <br /> and Human Services Commission" but other names may be more appropriate. <br /> • Provide a preference for the size of the commission that is five or seven members. <br /> • Identify any additional staff work to be completed that would assist in making a decision on <br /> his matter. <br /> As noted at the August meetings, staff assumes the next steps would be the following: <br /> Page - 6 - <br />
