Preliminary Draft of a Human Services and Housing <br /> Commission Ordinance <br /> 2. Excerpts from the Housing Commission Meeting of <br /> November 17, 2011 (See Item 10 of Agenda) <br /> 3. November 2, 2011 Human Services Agenda Report <br /> BACKGROUND <br /> At your November meeting you reviewed an agenda report outlining various aspects related to a <br /> potential merger of the Human Services Commission and Housing Commission. As an outcome <br /> of that review, you provided feedback to assist with furthering the review of this issue. The three <br /> primary points made by the Commission at the November meeting were as follows: <br /> • Commission membership should be seven members of which at least one member would <br /> have expertise in the field of human services and one would have expertise in the field of <br /> affordable housing. <br /> . The proposed listing of duties should be amended to include making recommendations on <br /> allocating City grant dollars to human services organizations to maximize community <br /> benefit. <br /> • Develop a commissioner transition plan that establishes full membership within a reasonable <br /> time frame after the commission is formed. <br /> These three items are discussed below. In addition, staff has prepared a preliminary draft of an <br /> ordinance reflecting a combined commission. <br /> Page - 1 - <br />
