BACKGROUND <br /> The Transportation Development Act is a state of California law that provides funding <br /> through state sales tax for projects that comply with regional transportation plans. <br /> Article 3 of the TDA provides funding for bicycle and pedestrian projects. The <br /> Metropolitan Transportation Commission oversees the allocation of these funds, based <br /> on population, within the nine county MTC region. MTC makes annual distributions of <br /> TDA Article 3 funds to eligible claimants after review of applications submitted. <br /> Some eligible project types for these funds include: construction and/or engineering of a <br /> bicycle or pedestrian capital project, maintenance of a bikeway that is closed to <br /> motorized traffic, bicycle safety education programs and marking of bike lanes. <br /> DISCUSSION <br /> In December 2010 the City of Pleasanton received a grant of $130,950 from the <br /> Caltrans Bicycle Transportation Account (BTA) to install bicycle lanes on Hopyard Road <br /> from Owens Drive to Black Avenue. Hopyard Road from Owens Drive to Black Avenue <br /> will be resurfaced in August 2012 as part of the City's annual street resurfacing program <br /> and the bicycle lanes will be installed using the BTA funds as part of the roadway <br /> restriping. Providing improved bicycle detection along Hopyard Road will help to further <br /> encourage bicycle use along the Hopyard Road corridor. <br /> The bicycle detection system to be installed will be able to distinguish between bicycles <br /> and motor vehicles. This will allow our signal system to provide a longer green time <br /> when bicycles are present so they may cross the entire intersection under a green light. <br /> In this way, bicycles receive more time to clear the intersection but overall delay to <br /> motor vehicles is minimized, since the longer green time is only provided when <br /> bicyclists are present. <br /> On Monday, March 26, 2012 the Bicycle, Pedestrian, and Trails Committee reviewed <br /> the proposed plan for expenditure of TDA Article 3 funds for installation of bicycle <br /> detection equipment along Hopyard Road. The committee provided input on locations <br /> along this corridor where improved bicycle detection would be helpful. The committee <br /> voted to support the use of TDA Article 3 funds for bicycle detection equipment along <br /> Hopyard Road and also recommended that any additional funds available be used near <br /> the Bart station or other high volume bike routes. <br /> Bicycle detection equipment will be installed at the following locations: <br /> Hopyard Road @ Owens Drive - westbound <br /> Hopyard Road @ Clorox Way - eastbound <br /> Hopyard Road @ Stoneridge Drive — eastbound/westbound/northbound/southbound <br /> Hopyard Road @ Inglewood Drive — eastbound and westbound <br /> Hopyard Road @ West Las Positas Boulevard — eastbound and westbound <br /> Hopyard Road @ N. Valley Trails/Arthur Drive — eastbound and westbound <br /> Hopyard Road @ S. Valley Trails/Parkside Drive - eastbound and westbound <br /> Page 2 of 3 <br />
