JOINT MEETING <br /> PLEA ANTON UNIFIED SCHOOL DISTRICT <br /> April 23, 2012 <br /> TITLE: HOUSING ELEMENT IMPLEMENTATION AND POTENTIAL FUTURE <br /> RESIDENTIAL DEVELOPMENT <br /> RECOMMENDATION <br /> This is an informational report. No action is required. <br /> SUMMARY <br /> The elimination of the City's Housing Cap in 2010, the recent adoption of an updated <br /> City of Pleasanton Housing Element, and developer interest in Transit Oriented <br /> Development (TOD) have created a different outlook for future residential development <br /> in Pleasanton than existed a few years ago. This agenda report describes recent <br /> rezoning and approval actions by the City of Pleasanton and provides some estimates <br /> of near-term residential development potential. Implementation actions being <br /> undertaken as part of the Housing Element which will temper the impact of future <br /> residential development, such as the preparation of Standards and Design Guidelines <br /> for multifamily housing sites and the review of the Growth Management Program are <br /> also described. <br /> BACKGROUND <br /> In accordance with State Planning and Zoning law which requires each city and county <br /> to address its share of the regional housing need (RHNA), and consistent with the <br /> Settlement Agreement entered into related to the Urban Habitat litigation, the City <br /> recently adopted a new General Plan Housing Element. Part of this work included <br /> rezoning of nine sites totaling 73 acres to allow multifamily residential development. If <br /> developed at the minimum densities specified, these nine sites could result in <br /> approximately 2,300 additional multifamily units. This action followed the adoption of <br /> the Hacienda TOD Standards and Design Guidelines and rezoning of three sites near <br /> the Pleasanton/Dublin BART station in March 2011, and the approval of the 350 unit <br /> Windstar project at the West Pleasanton/Dublin BART station in 2009. At the request <br /> of the District's consultant demographer, the City's Planning Division recently prepared <br /> an estimate of units which may move forward to entitlement and construction in the near <br /> term. This information is provided in Table 1 and the map in Attachment 1. <br /> DISCUSSION <br /> The table below lists the recently rezoned sites, the three Hacienda sites and the <br /> approved Windstar project which collectively represent a large proportion of the City's <br /> future residential development.
