Charging Station Maintenance and Program AdministrationsCosts — Coulomb is <br /> warranting its equipment for one year from the date of installation for the EV stations <br /> and two years for the ChargePoint equipment. As a result, there will not be any City <br /> maintenance charges through January 2013. When Coulomb's warranty expires, the <br /> City will need to assume the cost of maintaining, operating, and periodically <br /> upgrading the equipment as well as an annual network service subscription fee. At <br /> this time, staff does not have the data to accurately determine these costs however, <br /> based on an assessment of the existing equipment, maintenance will be required to <br /> assure proper operation and to address any vandalism. Further, staff anticipates <br /> continued costs related to promoting the program and processing costs related to <br /> PG&E bill payments, budgeting and other related items. Considering these costs, <br /> staff has fixed it administration fee at $0.40 which is consistent with the anticipated <br /> ChargePoint transaction fee. <br /> DISCUSSION <br /> Based on the pricing variables included in the three cost areas noted above, it is not <br /> practical to develop a pricing structure where the fee is exactly equal to the cost of <br /> service. Further, even if a direct fee for service structure could be developed, it may be <br /> confusing for consumers. As a result, staff is recommending a $1/hour flat fee amount <br /> that would cover all costs related to the program. Development of the $1/hour fee is <br /> based on the following analysis: <br /> Components for EV Charging Stations <br /> Cost Centers Lowest Amount Highest Amount Comments <br /> ChargePoint Transaction Fee $0.20 $0.40 Represent the lowest and highest <br /> fee that will be char.ed <br /> PG&E Charges $0.13 $0.44 Assumes winter off-peak and <br /> summer peak <br /> ChargePoint Processing Fee $.01 $0.02 Assumes 3% and 6 % of PGE <br /> charges <br /> City Maintenance/Admin Fee $0.40 $.0.40 Covers maintenance and admin <br /> Total $0.74 $1.26 <br /> Average Estimated Cost $1.00 <br /> Recommended Hourly Usage $1.00 <br /> Fee <br /> Staff has reviewed fees in other communities throughout the state and has seen that per <br /> hour charging station fees vary from a low of$0.50 to high of$2.25 (maximum) per hour. <br /> As indicated the attached resolution amending the City's Master Fee Schedule, the City <br /> Manager is authorized to adjust the fee based on program experience and cost <br /> adjustments to PG&E rates.
