Both of these parcels contain a number of existing utility easements and the grant deed <br /> documents maintain these easements as non-exclusive, thus allowing future utilities to <br /> use the same easement areas when needed. However, the grant deeds for both parcels <br /> stipulate that if future utilities require relocating existing utilities within these easements, <br /> the relocation would be at the sole cost of the new utilities. <br /> As indicated, there is little commercial value to these sites and therefore, no concerns <br /> regarding land costs. Nonetheless, staff is of the opinion that due to the approximate size <br /> and locations, the exchange represents a fair transfer for both the City and DSRSD. <br /> DISCUSSION <br /> Staff has analyzed the proposal for exchanging the two parcels and has researched <br /> DSRSD parcel's title and history as necessary and found it to be in order. The exchange <br /> will facilitate the EARS Pump Station CIP project which is a critical piece of the City's <br /> sewer infrastructure.
