MATTERS INITIATED BY COUNCIL
Mayor Hosterman said that in speaking with other Mayors, it is clear that Pleasanton has a fairly lax
appeals process. She acknowledged the importance of allowing people a process through which to
appeal matters that may be unfair or not well vetted, but it is equally as important to protect and
maintain the integrity of the process. Specifically, she felt the distinction should be made between
policy-related hearings and those where neighbors simply have issues with one another and are
seeking to effectuate a different outcome. She requested support from the Council to direct staff to look
into the potential for streamlining the process in this regard.
Councilmember Thorne said he could support discussion of the issues, but has concerns about
inhibiting the public's ability to speak with their elected officials, whether in regards to a land use or
neighborhood issue.
Councilmember Cook-Kallio concurred. She could think of several examples where the outcome may
have been better served by a different process. Having said that, the public has the right to petition its
government and come in front of the Council. With this in mind, she would be willing to explore what
alternatives might exist.
Councilmember McGovern said she could not support anything that might eliminate or lessen the
public's ability to come before their elected officials.
Councilmember Sullivan did not agree there was an issue with the current process. He did not wish to
limit the public's fundamental rights of appeal and did not support the request.
With majority support, staff was directed to examine the City's appeals process.
COUNCIL REPORTS
ADJOURNMENT
There being no further business, the meeting was adjourned at 7:43 p.m. The Council extended a
tribute to our nation's men and women serving in the military. We wish to honor the memories of those
who have died in past wars in defense of our country, including those who have died in the current
conflicts in Iraq and Afghanistan.
Respctfull submitted,
I
Kar n Diaz
City lerk
City Council Minutes Page 3 of 3 March 6, 2012
