BACKGROUND <br /> The cities of Pleasanton and Livermore jointly own, operate and share in the cost of an <br /> 800MHz radio communications system that was purchased in 1993. While this system <br /> has performed satisfactorily, its technology is outdated and it is in need of overhaul. In <br /> early 2007 as Pleasanton and Livermore were exploring replacement/upgrade options, <br /> public service agencies in Alameda and Contra Costa counties also began exploring the <br /> feasibility of a two-county coordinated radio system that would enable radio users to <br /> communicate seamlessly across jurisdictional lines within the two counties. The end <br /> result of that effort was the formation of the East Bay Regional Communications System <br /> Authority (EBRCSA), which Pleasanton joined in later 2007. Since that time, the <br /> EBRCSA has been designing, installing and seeking funds to cover the cost of <br /> implementing the radio system. EBRCSA has completed its final system design, is <br /> nearing the end of system development/construction and has informed the City that it <br /> anticipates being ready for connection by July of this year. The system will provide <br /> coverage and interoperability to all agencies operating on the EBRCSA system. This <br /> system will improve safety, eliminate duplication of overlapping independent systems, <br /> provide effective interoperable voice communications, and enable EBRCSA to provide <br /> improved public safety services. <br /> In anticipation of system availability, the City has completed its review of police and <br /> OSC radio needs. As part of this review, staff worked closely with both the Livermore <br /> Police Department and LPFD to identify the best radio products consistent with budgets <br /> of both communities and meet the need for fully functional public safety interoperability; <br /> not only locally but for the regional system. As part of this review staff became aware of <br /> discounts incorporated in the current, competitively bid Contra Costa County Radio <br /> Contract, derived from its 2009 RFQ #0904-018 for Professional Grade P25 Subscriber <br /> Radios. Staff has compared the prices using this bid and determined that it provides the <br /> lowest pricing available. As a result, staff did not circulate a full request for bids for this <br /> project. However, in conjunction with the Livermore police department, multiple portable <br /> radio platforms were field tested and compared including GE, EF Johnson and Harris <br /> products. Based on the field testing, employee feedback and performance, staff <br /> determined that the Motorola radio products, which are fully compatible with the <br /> EBRCSA, are the best products for our usage. Red Cloud, Inc., which has provided <br /> Motorola equipment to the City previously, will be the vendor providing the equipment <br /> for these proejcts. <br /> The police purchase is anticipated to include 118 Motorola APX6000 P25 radios, <br /> replacement batteries, equipment for motorcycle connectivity, software enabling PPD <br /> 24/7 access to our radio communication recordings including both traditional 911 and <br /> E911 calls and miscellaneous equipment. The OSC anticipates purchasing <br /> approximately 30 radios in total that include a combination of portable and mobile <br /> radios. To minimize radio costs, the OSC is planning to replace some existing radios <br /> with cellular phones. The OSC and the police department, currently use cellular phones <br /> with "push to talk" direct connect features that allow communications similar to portable <br /> radios. Cost estimates are dependent of available discounts and manufacturer credits. <br /> Page 2 of 3 <br />
