THE CITY OF <br /> CITY COUNCIL AGENDA REPORT <br /> pLEASANTON. <br /> April 3, 2012 <br /> Police <br /> TITLE: APPROVAL OF POLICE AND OPERATIONS SERVICES RADIOS AND <br /> RELATED COMMUNICATIONS EQUIPMENT REQUIRED TO MIGRATE <br /> TO THE EAST BAY REGIONAL COMMUNICATION SYSTEM <br /> AUTHORITY'S INTEROPERABLE RADIO SYSTEM <br /> SUMMARY <br /> Cities, agencies in Alameda and Contra Costa counties have formed the East Bay <br /> Regional Communications Authority (EBRCSA) to develop and operate a shared <br /> radio/communications infrastructure enabling interoperability between user agencies, <br /> including the two counties. The EBRSCA operates as a joint powers authority with a <br /> twenty-three person Board of Directors. Currently Mayor Hosterman serves as a City <br /> Representative on the Board. In anticipation of the EBRCSA system becoming <br /> operational sometime between May and June 2012, staff has identified radio equipment <br /> compatible with the EBRSCA system. Notwithstanding the new system, existing police <br /> and operations services (OSC) portable radios have gone beyond their expected life <br /> and are in need of replacement and are incompatible with the EBRCSA system. Other <br /> radios, including those in the LPFD and police vehicles have already been replaced and <br /> are compatible. The City equipment replacement fund includes funding for this <br /> equipment. <br /> RECOMMENDATION <br /> Authorize the purchase of portable radios and related equipment, including radio <br /> headsets, battery chargers, and interface software estimated at $515,000. <br /> FINANCIAL STATEMENT <br /> The estimated fiscal impact of these purchases is estimated to be $415,000 for the <br /> police department and $100,000 for the OSC. Funding will be from the City's Equipment <br /> Replacement Fund (042900) which includes funds to meet project expenses. In <br /> addition, in an effort to reduce costs, the OSC intends to increase its use of cellular <br /> phones to replace radios. Once the City migrates to the EBRCSA, it will be assessed an <br /> annual EBRCA maintenance charge of approximately $350 per radio. The City's Budget <br /> includes these charges. <br />
