maximum roadway cancer risk value applies to residents located adjacent to the plaza <br /> location, along Owens Drive. <br /> Plaza visitors would have much lower exposure parameters. If we conservatively assume <br /> a visitor is present at the plaza for 2 hours/day, 365 days/year for 70 years, the risk from <br /> roadways is 4.2 in a million (5.4 for all cumulative sources), which is below the single- <br /> source threshold of 10 in a million. The actual value is likely much lower if more realistic <br /> exposure parameters are assumed. Staff also notes that the current level of such <br /> contaminants is expected to continue to decline due to more stringent emissions <br /> regulations. <br /> Trail Connections <br /> The applicant will be responsible for dedicating 10 feet of property along the east side of <br /> Site 1, and the northeast and west sides of Site 2 to accommodate trail connections to <br /> Owners Drive and BART. The applicant will improve these trails adjacent to the project <br /> with 8 feet of asphalt and two feet of landscaping. They will be responsible for maintaining <br /> the landscaping and the City will be responsible for maintaining the asphalt. Because the <br /> two sites do not connect, this will leave an approximately 365 foot gap in the trail between <br /> the two sites that would have to be filled in with right-of-way from either the Kaiser or <br /> Shaklee Corporation properties. While neither property owner has committed to providing <br /> the needed right-of-way, staff continues to discuss this need and is optimistic that a <br /> connection can be made as part of future development projects on either or both of the <br /> sites. <br /> Completion of Owens Drive <br /> Council members inquired as to what the timetable was for the completion of the <br /> narrowing of both the north and south sides of Owens Drive. As was mentioned at the <br /> Joint Workshop, no changes are required to be made to the center median, and the <br /> applicants are being required to complete the narrowing on the south side as part of their <br /> project. The narrowing of the north side was intended to be postponed until such time as <br /> the BART property was developed. <br /> Concerns were raised regarding what the widening on only the south side would look like, <br /> the period of time it would remain that way, and what the funding sources would be. <br /> Staff does not believe that completing only one side of the narrowing would be <br /> unattractive. The timeline for BART moving forward with development of their site is <br /> uncertain. While BART staff has prepared and approved a set of Development Standards <br /> and Design guidelines for the site that are consistent with the City's Standards and <br /> Guidelines for the TOD sites, there is no specific timeline for development and it is unlikely <br /> to occur within the next five years. BART staff has also indicated that they are unable to <br /> fund the improvements to narrow Owens Drive in advance of the redevelopment of their <br /> site. <br /> Potential funding for the north side improvements would include BART or its development <br /> partner, various North Pleasanton Improvements District funds, City CIP funding, or grants <br /> made available through the One Bay Grant Program. <br /> Page 10 of 14 <br />
