17.36.070 Apportionment of yearly total new residential units to categories of projects. <br /> All new residential units shall be classified in one of the following categories and shall be issued building <br /> permits in accordance with the regulations and limitations established for each category: <br /> A.Categories of Projects. There shall be three categories of projects as defined below: <br /> 1. Affordable Housing Project. A project which meets the minimum requirements as <br /> established from time to time by the city for providing housing to either: <br /> a. Lower income households,or <br /> b. Moderate income households. <br /> The requirements for qualifying as an affordable housing project shall be established by the city in <br /> implementing its affordable housing program. <br /> 2. Major Project. A project which meets any of the following criteria: <br /> a. Has 100 or more units, <br /> b. Has fewer than 100 units but whose developer wishes the certainty of a multi- <br /> year allocation of at least three years, <br /> c. Has received an annual allocation pursuant to a growth management program at a <br /> time prior to the effective date hereof which grants growth management approval to units <br /> in calendar year 1998 or later years. <br /> 3. First-Come, First-Served Project. All projects and/or single unit applications which are <br /> neither an "affordable housing project"nor a"major project"as defined in subsections(A)(1) <br /> and (A)(2)of this section. <br /> B.Establishment of Suballocations for Categories of Projects. <br /> 1. Affordable Housing Projects. Affordable housing projects shall have a suballocation of <br /> 50 units per year,beginning in 2001 and continuing each year thereafter. <br /> 2. Major Projects and First-Come, First-Served Projects. <br /> a. Major projects and first-come, first-served projects shall have an initial <br /> suballocation as set forth in the following table: <br /> Initial Suballocations Year <br /> Categories of projects 2001-2008 2009—Build out <br /> Major projects (units) 200 <br /> First-come, first-served <br /> projects (units) 100 <br /> Affordable housing projects <br /> (units) 400 50 <br /> Yearly limit(units) 350 <br />
