BACKGROUND <br /> In accordance with required Bernal Bridge permits, mitigations for wetland and riparian <br /> habitat were accomplished both on-site and off-site. The off-site mitigation area is <br /> located at the southwest corner of Valley Avenue and Laguna Creek Lane, adjacent to <br /> Mission Creek on the Bernal Property. The use of the Bernal Property for wetland and <br /> riparian mitigation is compatible with the Bernal Property Specific Plan, which <br /> designates this area as agricultural. Per the Specific Plan, agricultural uses were <br /> anticipated to provide "hands-on" lessons in the natural sciences and ecology, and to <br /> provide for a living classroom experience. The created wetland and riparian habitat will <br /> foster these learning activities as stated in the Specific Plan. The addition of the <br /> observation deck adjacent to the pond will allow residents a better view of the extensive <br /> mitigation that occurred as part of the wetlands. The observation deck was initiated by <br /> comments received from the Parks and Recreation Commission at the time of the <br /> original pond creation. <br /> DISCUSSION <br /> Construction began on October 14, 2011, with the project being substantially completed <br /> on December 30, 2011. The subject project is now ready for acceptance by City <br /> Council. <br /> Budget <br /> The deck construction has been completed for the amount of $58,092; no change <br /> orders were issued. Staff recommends retaining $6,000 of the project balance in the <br /> CIP budget to pay for the completion of interpretive signs included in the original budget <br /> for the project, but not included in the construction contract. Community Services <br /> Department staff will be responsible for the design, manufacture and installation of the <br /> signs at a later date.
