BACKGROUND <br /> The intersection of Santa Rita and Stoneridge Drive crosses two major arterial streets in <br /> the northeast section of the City of Pleasanton. The proposed extension of Stoneridge <br /> Drive to Jack London Road will provide an additional route to and from the City of <br /> Livermore. <br /> Mitigation measures for the Staples Ranch Development, the General Plan and 2010 <br /> Traffic Impact Fee program identify the need to improve this intersection. The <br /> improvements involve: converting the second eastbound right turn lane on Stoneridge <br /> Drive to a through lane; converting the eastbound right turn lane on Stoneridge Drive to <br /> a free right turn lane; constructing a new right turn lane on northbound Santa Rita to <br /> Stoneridge Drive; converting the northbound through lane on Santa Rita to a third <br /> northbound left turn lane; and installing a bus pullout on southbound Santa Rita Road. <br /> The intersection pedestrian access ramps will be updated to current Americans with <br /> Disabilities Act standards. The widening of the intersection will require new traffic <br /> signals and equipment. See Attachment 1, Exhibit B for illustration. <br /> DISCUSSION <br /> Specialized engineering services are required to develop the necessary detailed plans <br /> and specifications. These services include geotechnical, survey, structural, civil and <br /> electrical engineering functions. <br /> The City publicly advertised a Request for Qualifications. Eight firms responded to our <br /> request. Four firms were shortlisted and invited for interviews and presentations. After <br /> the interviews and evaluation of the submitted proposals by City staff, MacKay & Somps <br /> was determined to be the most qualified consulting firm for the project. The interviews <br /> and proposals were evaluated on presentations, project understanding, project team <br /> and staffing qualifications, capabilities, local sensitivity, financial responsibility, <br /> budgeting, scheduling, and previous experience with similar projects. The City and <br /> MacKay & Somps negotiated the scope of services and MacKay & Somps has <br /> proposed to perform the scope of work for a "not-to-exceed" amount of $191,504. Staff <br /> has reviewed tasks and associated fees and found them to be reasonable. Previous <br /> work performed by MacKay & Somps has been verified as satisfactory. <br /> The proposed contract between the City and MacKay & Somps is attached (Attachment <br /> 1) and includes the scope of work for the subject project as Exhibit A and the hourly rate <br /> schedule as Exhibit B. A summary of estimated consultant hours and costs is part of the <br /> exhibits. <br /> PROJECT SCHEDULE <br /> The proposed schedule for the subject project is as follows: <br /> City Council approval of design contract March 20, 2012 <br /> 50% detailed design plans submittal June 2012 <br /> 100% plans and specification submittal September 2012 <br /> Page 2 of 3 <br />
