Capital improvement projects are not covered as part of the monthly <br /> operation and maintenance fee and will be billed separately to the County. <br /> i. Extraordinary maintenance: Extraordinary maintenance is defined as costs <br /> that are more than $1,000 per incident. Pump repairs and main breaks are <br /> examples of events that could be "extraordinary maintenance". Contractor <br /> will need either written or oral authorization by the County before <br /> proceeding with any extraordinary maintenance except in cases which in <br /> the Contractor's judgment repairs are necessary to safeguard the public or <br /> the County. The Contractor will notify the County as soon as practical that <br /> such a repair was required. <br /> E. VENDOR QUALIFICATIONS <br /> Vendor minimum qualifications criteria includes, but are not limited, to the following: <br /> 1. Vendor must have all licensing, and certifications necessary to operate both a <br /> domestic water conveyance system and a waste water system in conformance with <br /> all applicable local, state, and national statutes, codes and laws regulated by <br /> California Public Utility Commission (CPUC). <br /> 2. Vendor must have at least five (5) years experience operating both domestic water <br /> conveyance system and a waste water system similar or larger in scope to the one <br /> described in this RFP. <br /> 3. Vendor must be able to respond and make emergency repairs at anytime, twenty <br /> four (24) hours a day, seven (7) days a week, three hundred and sixty five (365) <br /> days a year. <br /> F. DEBARMENT / SUSPENSION POLICY <br /> In order to prohibit the procurement of any goods or services ultimately funded by <br /> Federal awards from debarred, suspended or otherwise excluded parties, each <br /> bidder will be screened at the time of RFP response to ensure bidder, its principal <br /> and their named subcontractors are not debarred, suspended or otherwise excluded <br /> by the United States Government in compliance with the requirements of 7 Code <br /> of Federal Regulations (CFR) 3016.35, 28 CFR 66.35, 29 CFR 97.35, 34 CFR <br /> 80.35, 45 CFR 92.35 and Executive Order 12549. <br /> a. The County will verify bidder, its principal and their named subcontractors <br /> are not on the Federal debarred, suspended or otherwise excluded list of <br /> vendors located at www.epls.go_v_; and <br /> Page 8 of 29 <br />
