BACKGROUND <br /> The City has entered into a Refuse Collection Agreement (Franchise) with <br /> Pleasanton Garbage Service (PGS) for the collection and disposal of refuse and <br /> recycling material in the City of Pleasanton. As part of this Franchise, PGS may <br /> request adjustments to the refuse and recycling collection rates and amendments <br /> to address operational and/or regulatory matters. PGS has informed the City that <br /> it anticipates submitting a complete rate adjustment application in March of this <br /> year. <br /> Over the past three rate reviews, the City has utilized consultant services to <br /> provide technical assistance with analyzing refuse collection and recycling rate <br /> reviews and operations. In addition, recent rate reviews have included service <br /> adjustments requiring rate restructuring and staff anticipates similar activity for <br /> the upcoming rate review. Also, the City will be looking to determine the financial <br /> impacts of implementing both the State's and the Alameda County Waste <br /> Management Authority's mandatory commercial recycling legislation. <br /> The City has recently used NewPoint to conduct a recycling diversion study and <br /> found its work satisfactory. The firm has significant experience with assisting with <br /> collection and service rate reviews and is familiar with Alameda County wide <br /> services and rates. In addition, it has worked extensively with Stopwaste,Org, <br /> which will be beneficial for this process. The services to be provided include <br /> continuing to assist staff with its negotiations with PGS regarding collection rates <br /> and providing information regarding residential and commercial recycling <br /> programs that will assist the City with designing any new programs. The scope <br /> of work includes assistance with franchise renewal discussions (Task 6 @ <br /> $4,350) and preparation of a final rate review report (Task 7 @ $8,300) both of <br /> which are optional tasks/services that may not be performed as part of this <br /> process. The recommended service agreement is included as Attachment 1. <br /> DISCUSSION <br /> As detailed in Attachment 1, the NewPoint Group is proposing to provide a range <br /> of technical services related to refuse collection and recycling services and <br /> related collection rates. A summary of the key services is as follows: <br /> • Review financial audits and rate material submitted by PGS <br /> ▪ Provide assistance regarding potential rate structures and adjustment <br /> amounts <br /> • Conduct surveys of similar refuse services <br /> • Review requested rates for consistency with provided services <br /> • Participate in meeting with the City Council Refuse and Recycling <br /> subcommittee currently including Mayor Hosterman and Councilmember <br /> Sullivan. <br /> Page 2 of 3 <br />
