THE CITY OF 2 <br /> jL'EASANTONC CITY COUNCIL AGENDA REPORT <br /> March 6, 2012 <br /> City Manager <br /> TITLE: APPROVAL OF PROFESSIONAL SERVICE AGREEMENTS WITH <br /> THE NEWPOINT GROUP, INC. TO CONDUCT A REFUSE AND <br /> RECYCLING COLLECTION RATE STUDY <br /> SUMMARY <br /> The City maintains a refuse collection franchise agreement with Pleasanton <br /> Garbage Service (PGS) to provide refuse and recycling services throughout the <br /> City. PGS has informed the City that it will be submitting an application <br /> requesting an adjustment to existing refuse and recycling service rates. The last <br /> rate adjustment occurred in April 2009. Approval of an adjustment to existing <br /> refuse rates requires City Council adoption of a rate resolution as part of a public <br /> hearing process. In anticipation of the technical issues involved with this rate <br /> review, staff is recommending entering into an agreement with the NewPoint <br /> Group, Inc. to provide analysis of PGS financial information and service delivery. <br /> The use of private services to assist with the rate review process has been used <br /> for the past few rate collection processes and has proven to be beneficial. <br /> RECOMMENDATION <br /> Approve a Professional Services Agreement with the NewPoint Group, Inc. <br /> (Attachment 1) on a time and material basis for a not to exceed fee amount of <br /> $39,600 plus a 15% contingency of $4,000 for a maximum contract amount of <br /> $43,600. <br /> FINANCIAL STATEMENT <br /> The cost of this work will be paid for with a combination of City Measure D <br /> funding and reimbursement from Pleasanton Garbage. As a result, no General <br /> Fund money will be used to complete the work. <br /> Page 1 of 3 <br />
