We acknowledge that costs may not match revenues however, and there may be transitional <br /> costs to achieve higher levels of recycling. Because the same total number of tons will be <br /> collected, it is expected that franchised haulers will transition existing trucks used for collecting <br /> garbage to be used for collecting recyclables. This is consistent with practices in other <br /> communities around the County and the State as commercial recycling levels and therefore, <br /> routes, have increased. <br /> We have revised the ordinance to reflect a much lower surcharge for self haulers who do not <br /> separate their materials,from 50%to 10%. <br /> Each city is in the best position to analyze the specific costs of increasing commercial recycling <br /> service,given the specifics of your franchise agreement, rate incentives and sector subsidies, if <br /> any, and the assumptions for increased commercial recycling in your current franchise <br /> agreement. We can help with that analysis, if you would like, but the opt-out provision allows <br /> you to make any final decision with respect to the economics. <br /> 2. The increase in the number of collection containers at commercial properties will not be <br /> accommodated in existing trash enclosures thereby creating an unsightly condition and <br /> concerns regarding storm water runoff. <br />
