It is important to note that creating the Rule 20A UUD allows the project to be entered <br /> into the PG&E construction queue. Under the Rule 20A program, the queue is four <br /> years, meaning the utility undergrounding work and the street surface improvement <br /> work will not begin until at least 2016. However since it is necessary to get into the <br /> queue now to be in a position where the project can begin in four years, staff is <br /> recommending that the Rule 20A District be formed. <br /> Staff held a Community Meeting on January 26, 2012, with the affected property owners <br /> to solicit feedback regarding establishing an underground utility district and Rule 20A. <br /> Staff explained the process and timeline for implementing the UUD. The majority of <br /> residents present at the public meeting were in favor of forming the Rule 20A District, <br /> but the residents also wanted the City to continue to seek other sources of funding to <br /> construct the project sooner under the Rule 20B District.
