THE CITY OF 7 <br /> 1 -,- "' CITY COUNCIL AGENDA REPORT <br /> pL£ASANTONo <br /> February 21, 2012 <br /> Community Development <br /> Engineering Division <br /> TITLE: ADOPT A RESOLUTION INITIATING FORMATION OF UNDERGROUND <br /> UTILITY DISTRICT NO. 12-01 AND SETTING A PUBLIC MEETING <br /> SUMMARY <br /> Work on the Stanley Boulevard Underground Utility District started in 2008 when <br /> Council directed that the project be designed. At the time it was envisioned that once <br /> the design was complete and the construction cost was refined, the project would be <br /> funded through the City's Capital Improvement Program (CIP). Under this funding plan, <br /> on May 4, 2010, Council held a public hearing and passed Resolution 09-01 which <br /> created the Stanley Boulevard Underground Utility District (UUD) under the PG&E Rule <br /> 20B program. However, at this time there is no funding available within the CIP to <br /> construct the project. <br /> Staff is now recommending the PG&E Rule 20A program as a potential funding source <br /> for the project This program requires that the City again conduct a public hearing to <br /> ascertain whether the public necessity, health, safety or welfare requires the removal of <br /> the poles, overhead wires and associated overhead structures, as well as the <br /> undergrounding of wires and facilities for supplying electric communication, or <br /> similar/associated services. The Rule 20A funding program also requires adoption of a <br /> resolution to form the Rule 20A UUD. <br /> It should be noted that under the Rule 20A program the actual construction of the <br /> project will not occur until 2016 due to the length of the queue of projects and the <br /> revenue collection rate. Staff is recommending moving forward with the formation of the <br /> district to get into the queue, but will continue to review available funding with the goal <br /> of expediting the project. <br /> RECOMMENDATION <br /> 1. Adopt a resolution setting April 3, 2012, at the hour of 7:00 p.m. in the Council <br /> Chambers, as the time and place of a public hearing on the formation of <br /> Underground Utility District No. 12-01, Stanley Boulevard from Santa Rita Road <br /> to First Street. <br /> 2. Direct the City Clerk to mail notices of the public hearing to all affected property <br /> owners and utility companies. <br /> FINANCIAL STATEMENT <br /> The underground utility district improvements, once accepted by the public utility <br /> companies, will be operated and maintained by the respective utility companies and will <br /> have no financial impact on City maintenance and operation costs. <br />
