DISCUSSION <br /> Construction of the Stoneridge Drive bridge is a part of the Staples Ranch development <br /> project. Not only does this bridge provide vehicular access to the development area, it <br /> is also the structure through which virtually all utilities for the area pass. Through an <br /> agreement with ACSPA, Continuing Life Communities is responsible for the <br /> construction of the bridge. When complete, the bridge will be turned over to the City for <br /> operation and maintenance <br /> The bridge has been designed to the State of California Department of Transportation <br /> (Caltrans) standards. The bid documents and project specifications are also in <br /> accordance with Caltrans standards. Likewise, the City intends to inspect the <br /> construction of this bridge, and perform all material testing, in accordance with the <br /> Caltrans standards. However, providing the inspection and testing in-house is beyond <br /> the current capacity of City staff, so contracting for these services is necessary. <br /> During the project entitlement process it was determined that the ACSPA would be <br /> responsible for the cost of the necessary inspection and testing. This is memorialized in <br /> condition of approval number nine of the Subdivision Map. Consequently the ACSPA, <br /> through their processes, selected S&C to provide the services. City staff, having had <br /> direct experience working with S&C, and knowing of other successful projects in the <br /> area that S&C provided similar services as required on this project, concurs with the <br /> ACSPA selection. Although selected by the ACSPA to perform the necessary services, <br /> this contract is between the City and S&C so that the City can work directly with the <br /> consultant and have contractual control of all necessary activities to ensure a successful <br /> project. <br /> Construction of the bridge is expected to start April 15 and will require approximately 18 <br /> months to complete, including the necessary suspension of work over the winter of <br /> 2012/13. <br /> Submitte by: Fiscal Review: Approved by: <br /> /7 <br /> ,..--..7/Brian olan Emily Wagner Nels n Fialho <br /> Director of Director of Finance City Manager <br /> Community Development <br /> Attachments: <br /> 1.
