Section 3. Article 18.5 (Political Signs and Signs Announcing <br /> Community Events) is added to Chapter 2 (Zoning), Title II <br /> (Zoning and Development) of the Ordinance Code of the City <br /> of Pleasanton to read as follows: <br /> <br /> Article 18.5 <br /> <br /> Political Signs and Signs <br /> Announcing Community Events <br /> <br /> § 2-9.60 Purposes. In order to protect the rights of political <br /> candidates and those wishing to support or oppose candidates or <br /> ballot measures (and those wishing to announce cor~f~unity events), <br /> while protecting the public from traffic safety hazards, structural <br /> sign hazards, aesthetic blight, litter and loss of meaning of the <br /> message of such signs, the following regulations are adopted. <br /> <br />§ 2-9.61 Exemption. No permit shall be required of any political <br /> campaign sign or community event sign which does not exceed the <br /> size limitations provided herein so long as such signs are placed <br /> on private property. Political campaign signs and community event <br /> signs which are within the size and placement requirements of this <br /> Article shall be exempt from the requirements of Article 18 (Signs). <br /> <br />§ 2-9.62 Definitions. Unless it appears from the context that a <br /> different meaning is intended, the following words shall have the ~ <br /> meanings given them in this Article: <br /> <br /> a. City means the City of Pleasanton a municipal corporation in <br /> the State of California. <br /> <br /> b. Person means any person, firm, partnership, association, <br /> corporation, company, committee for support or opposition <br /> of candidates or ballot measures or organizations of any <br /> kind. <br /> <br /> c. Political campaign sign means any sign urging the election <br /> or defeat of any candidate seeking any political office, or <br /> urging the passage or defeat of any ballot measure, but does <br /> not mean or include any billboard owned or maintained by a <br /> commercial firm or advertising company. <br /> <br /> d. Community event sign means any sign, banners, or displays of <br /> a patriotic, religious, civic or community nature. <br /> <br /> e. Sign includes any bill, poster, placard, handbill, flyer, <br /> painting, sign or other similar object in any form whatsoever <br /> which contains printed or written matter in words, symbols or <br /> pictures, or in any combination thereof. <br /> <br /> f. Public property means all property owned by the City of <br /> Pleasanton or other public agency within city boundaries, <br /> including but not limited to any building owned, operated or <br /> leased by a public agency, any street, bicycle or pedestrian <br /> right-of-way owned or controlled by the City; any public park, <br /> <br /> <br />
