CITY COUNCIL OF THE CITY OF PLEASANTON <br /> <br /> ALAMEDA COUNTY, CALIFORNIA <br /> <br /> ORDINANCE NO. 958 <br /> <br /> AN ORDINANCE AMENDING ARTICLE 18, CHAPTER 2, TITLE II <br /> OF THE ORDINANCE CODE OF THE CITY OF PLEASANTON REGARD- <br /> ING TEMPORARY AND POLITICAL SIGNS BY ADDING ARTICLE 18.5 <br /> AND REPEALING EXISTING REGULATIONS <br />THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES ORDAIN AS FOLLOWS: <br />Section 1. Legislative Findin s. The City Council of the City of <br /> Pleasanton makes the ~ollowing legislative finding regard- <br /> ing political and temporary community event signs: <br /> <br /> a. Persons seeking elective office and those wishing to <br /> support or oppose candidates or ballot measures are <br /> possessed of a fund'amental~right to communicate. their <br /> ~iews to the pub!'ic. <br /> <br /> b. Persons sponsoring events of a patriotic, religious, <br /> civic, or community nature also wish to communicate <br /> to the public the nature and timing of those events. <br /> <br /> c. The public has significant rights of safe and unob- <br /> structed travel over public rights-of-way, of an <br /> attractive and uncluttered evnironment and a community <br /> free of litter. <br /> <br /> d. Buildings and grounds owned by public agencies ought <br /> to maintain a strict appearance of neutrality during <br /> political and electoral campaigns. <br /> <br /> e. The unregulated proliferation of temporary signs <br /> during elections over extended periods of time, have <br /> resulted in hazards of traffic safety, litter, structural <br /> hazards, aesthetic blight and ultimately, loss of mean- <br /> ing of the message sought to be conveyed. <br /> <br /> f. The City's existing political sign regulations have <br /> not eliminated the problems listed above. <br /> <br /> g. Therefore, this ordinance amendment is adopted in <br /> order to avoid the hazards and blight noted above <br /> while preserving the rights of those wishing to <br /> communicate their political or community message. <br /> Section 2. Repeal of Existing Regulations. Section 2-5.28(f) (Signs, <br /> 'political) of Article 2, (Definitions), Chapter 2 (Zoning), <br /> Title II (Zoning and Development) of the Pleasanton Ordinance <br /> Code is hereby repealed. Section 2-9.40 (e) and (j) (Exemp- <br /> tions for Temporary and Political Signs), Article 18 (Signs), <br /> Chapter 2 (Zoning), Title II (Zoning and Development) of the <br /> Pleasanton Ordinance Code is hereby repealed. <br /> <br /> <br />
