Fred Norman cited a poem called Responsibility and reported that in the last 10 years 6,331 American <br /> military men and women were killed in Iraq and Afghanistan. This year 455 men and women have died <br /> and he urged the Council to beg their forgiveness and take an active stance against the wars. <br /> Kathy Dowding read the names and requested remembrance of 19 American men and women killed in <br /> Iraq and Afghanistan in the last month. She invited the Council and public to join the next <br /> Pleasantonians for Peace vigil or peaceful protest. <br /> Paul Martin, DiDonato Builders, said he, Linda Garbarino, Mr. DiDonato and Mr. Molinaro met and <br /> spoke regarding potentially finding an alternate location for the historic home on the property. <br /> Linda Garbarino said she sees relocation as not just a one-time opportunity. In this process, they are <br /> utilizing all 6 Community of Character traits, and she believes the partnership will be successful and will <br /> set a precedent for the City. <br /> ADJOURN TO JOINT CITY COUNCIL/PLANNING COMMISSION WORKSHOP <br /> Mayor Hosterman adjourned at 7:12 p.m. to the joint City Council/Planning Commission Workshop. She <br /> recognized those Planning Commissioners present as Commissioners Blank, Pearce, Pentin, Olson, <br /> and Chair Narum. <br /> 19. PGPA-17, City of Pleasanton: Discussion of Housing Element Update including sites to be <br /> rezoned <br /> Mayor Hosterman introduced the informational item and explained the City is under a strict timeline by <br /> a Superior Court judge to come into compliance and several meetings will be held on the matter over <br /> the next 30 days. <br /> City Manager Fialho stated the matter is the outcome of litigation and a settlement agreement with the <br /> State of California and Urban Habitat which requires the City to rezone sufficient land for a Housing <br /> Element to accommodate housing for all income types. The settlement agreement also required the <br /> City to adopt a Housing Element and a Climate Action Plan. He said the Council and Planning <br /> Commission will hold a workshop, followed by the Planning Commission's review in December and the <br /> item will then return to the Council in the early part of January. Everything must be completed, zoned <br /> and adopted by the middle of February. <br /> Community Development Director Brian Dolan gave the staff report and PowerPoint presentation, <br /> stating staff is looked to receive feedback from the Planning Commission and Council on site selection. <br /> He said the Planning Commission and task force forwarded recommendations of a list slightly larger <br /> than what is needed to be adopted and therefore the City either needs to rezone extra acreages or pare <br /> down the list. Tonight, staff will receive feedback which will assist in preparing documents for the <br /> Commission early next week and in early January for Council action. <br /> Mr. Dolan presented the list of 18 sites which he said are geographically distributed throughout the City. <br /> The task force helped staff create a rating which received significant community input and any site on <br /> the list now scored well and all are deemed as the best housing sites. The rating also identifies whether <br /> they are mixed use (MU), high density residential (HDR) or commercial (C). Some will moved forward <br /> as mixed use and require a designation and others will be zoned to HDR, and staff anticipates there will <br /> not be a mixed use component involved. He said some have a mixed use designation not necessarily <br /> because a mixed use project is anticipated but because staff wants to maintain the option to preclude it <br /> from being developed as an office or other commercial project. Generally, staff tried to maintain mixed <br /> use in the business park; however, one limitation is that State housing law only allows the City to do <br /> this with 50% of the total list of properties and staff had to be mindful of this. <br /> City Council Minutes Page 3 of 18 December 6, 2011 <br />
