multifamily residential development has been completed, the Background report and <br /> Appendix B: Housing Sites Inventory have been amended to delete the discussion of <br /> "future sites for consideration for rezoning" and to add to the inventory those nine sites <br /> that were rezoned to allow additional multifamily development. <br /> New Housing Programs <br /> The proposed draft Housing Element includes programs that were carried over from the <br /> 2003 Housing Element and several that have been substantially revised or are new. <br /> Many of the new programs will require additional staff effort to implement, either through <br /> revisions to the Zoning Code, development of program materials or other administrative <br /> work, community or stakeholder outreach, or assessment of infrastructure needs.
