PUBLIC HEARINGS AND OTHER MATTERS <br /> <br />a. PGPA-17, City of Pleasanton <br /> <br /> Scoping Session and Notice of Preparation of a Draft Environmental Impact <br />Report (EIR) for the Housing Element Update and Climate Action Plan which <br />will apply Citywide, as well as potential General Plan Amendments to change <br />the land use designations of various sites and rezoning. <br /> <br />Janice Stern presented the staff report, stating the scoping session is an opportunity to <br />hear from the public about what should be included in the Supplemental Environmental <br />Impact Report (EIR) for the Climate Action Plan (CAP) and the Housing Element. She <br />noted that a scoping session was already held for the Housing Element in May 2011 <br />and explained that a second scoping meeting is necessary as staff made a decision <br />recently to combine the CAP and the Housing Element into one Supplemental EIR, <br />which is supplemental to the General Plan EIR, mainly because the 17 housing sites <br />being considered for re-designation and rezoning are pivotal to both the CAP and the <br />Housing Element. She indicated that Daniel Smith, Director of the Operations Services, <br />is present to answer questions regarding the CAP. She added that a work session with <br />the Commission will be scheduled to further review the CAP and how it can feed into <br />some changes to the General Plan and zoning ordinance. She stated that there will be <br />a 45-day comment period and additional opportunities to comment on the Draft EIR as <br />well as public hearings relating to the rezonings and adoption of the Housing Element <br />and CAP later this year and at the beginning of 2012. <br /> <br />PLANNING COMMISSION MINUTES, September 14, 2011 Page 7 of 28 <br /> <br />
