BACKGROUND <br /> The City's most recent traffic data collection efforts were completed in spring 2010. <br /> Since that time significant regional and local transportation improvements, nearby <br /> development, and the economy — among other factors — have affected travel patterns <br /> and traffic volumes throughout Pleasanton. Collecting peak hour traffic data helps staff <br /> quantify these effects. <br /> DISCUSSION <br /> Traffic data collection services will include peak hour morning and afternoon traffic <br /> counts at 134 locations throughout Pleasanton and will include vehicle, pedestrian and <br /> bicycle turning movement counts and vehicle classification data. Traffic volume and <br /> classification data will be utilized by City staff in a number of ways, including: <br /> • Validating, updating and calibrating traffic signal timing and signal coordination at <br /> signalized intersections; <br /> • Analyzing and prioritizing future traffic signal funding and construction at <br /> intersections as identified in the City's General Plan; <br /> • Comparing traffic data from previous years to identify emerging travel patterns <br /> and traffic volume changes; <br /> • Calibrating the City's traffic signal system detectors (i.e. "Count Loops") to <br /> improve system performance; <br /> • Validating the City's travel demand model; <br /> • Determining the near term need for future transportation improvement projects <br /> identified in the General Plan; <br /> • Using in various traffic impact studies and other transportation planning efforts. <br /> In December 2011, staff solicited prospective traffic firms through the Request for <br /> Proposals process. In January staff received four (4) proposals from qualified traffic <br /> data collection firms. Staff identified Quality Counts, LLC as the preferred company for <br /> the project. Quality Counts, LLC has completed similar work for other jurisdictions, <br /> including the City's recent 2010 traffic data collection. Their work has been reliable and <br /> professional.
