CITY COUNCIL OF THE CITY OF PLEASANTON <br /> <br /> ALAMEDA COUNTY, CALIFORNIA <br /> <br /> ORDINANCE NO. 955 <br /> <br /> AN ORDINANCE ESTABLISHING A MORATORIUM ON CONVERSION <br /> OF EXISTING MULTIPLE FAMILY RENTAL DWELLINGS TO <br /> CONDOMINIUMS <br /> <br /> WHEREAS, within the past year the City Council reviewed and studied <br /> the issues involved in the possible adoption of a condo- <br /> minium conversion ordinance and, after determing that the <br /> magnitude of the units likely to be converted was not <br /> substantial enough to result in the problems to which such <br /> an ordinance would be addressed, decided against adopting <br /> any conversion regulations; and <br /> <br /> WHEREAS, following the lifting of the previous moratorium on <br /> conversions, preliminary discussions have been held for <br /> the conversion of far more units than anticipated by the <br /> City Council, said number being substantial and, if <br /> successfully converted, would create the problems a <br /> conversion regulation ordinance would alleviate; and <br /> <br />WHEREAS, members of the City Council have expressed their intention <br /> to consider a conversion regulation ordinance anew; and <br /> <br />WHEREAS, allowing the unregulated conversion of apartments to condo- <br /> miniums may be in conflict with the regulation ordinance <br /> being contemplated by the City Council; <br /> <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON ORDAINS <br />AS FOLLOWS: <br /> <br />Section 1. A moratorium is hereby placed on the acceptance and <br /> processing of applicationsfor and on the approval of <br /> conversions of existing multiple family rental dwellings <br /> to condominiums, community apartments, or cooperative <br /> housing projects and subdivisions of mobile home parks. <br /> <br />Section 2. This ordinance is hereby declared to be an emergency <br /> measure for the preservation of the public health, safety <br /> and welfare and is adopted pursuant to Section 65858 of the <br /> Government Code. This moratorium shall remain in effect <br /> while the City considers the possible adoption of a con- <br /> dominium conversion ordinance and shall terminate on April <br /> 23, 1981, or on the effective date of an ordinance repealing <br /> this interim ordinance or adopting condominium conversion <br /> regulations. <br /> <br />III <br /> <br /> <br />
