THE CITY OF 7x14 <br /> .m <br /> pLEASANTONO <br /> Housing Element Update <br /> DRAFT WATER SUPPLY ASSESSMENT <br /> HOUSING ELEMENT UPDATE PROJECT <br /> (UPDATED NOVEMBER 2011) <br /> As the public water supplier that will supply water to proposed projects in the area, the City is <br /> required to prepare Water Supply Assessments (WSA5), under the requirements of Senate Bills <br /> 610 and 221, codified in Government Code Sections 65867.5, 66455.3, and 66473.7 if a <br /> proposed project meets certain criteria. There are three primary areas to be addressed in a <br /> WSA: (1) all relevant water supply entitlements, water rights, and water contracts; (2) a <br /> description of the available water supply entitlements, water rights, and water contracts; (3) <br /> and analysis of the demand placed on those supplies, by the project, and relevant existing and <br /> planned future uses in the area. If water demand for a project includes groundwater as a source <br /> of water supply, Section 10910(0 of the California Water Code requires a groundwater basin <br /> review as part of the assessment. <br /> The WSA for the Stoneridge Drive Specific Plan Amendment/Staples Ranch project, herein <br /> referred to as "Staples Ranch", was adopted by the Pleasanton City Council on December 18, <br /> 2007. The Staples Ranch WSA reviewed Zone 7 Water Agency's service area within the Tri- <br /> Valley region; the City of Pleasanton's service areal; water supply entitlements; water rights; <br /> water contracts; and contains a groundwater basin review2. <br /> Zone 7 Water Agency's Annual Sustainable Water Supply report (Annual Review) and <br /> demand changes contained therein were subsequently reviewed for calendar years 2008, 2009, <br /> 2010, and 2011 as WSA updates. Except as updated in Sections III and IV (below) and Exhibit <br /> H (attached), the WSA approved by the Pleasanton City Council in 2007 for Staples Ranch, <br /> including the subsequent updates between 2008 and 2011, still provides a valid assessment of <br /> water supply and demand for the City of Pleasanton. <br /> I.
