Finding: Changes or alterations have been required in or incorporated into the <br /> Project that would avoid or substantially lessen the significant environmental <br /> effect as identified in the SEIR. Mitigation Measures 4.J-5a through 4.J-5c which <br /> are required in or incorporated into the Project, will reduce the significant <br /> environmental impact to a less than significant level. <br /> Facts in Support of Finding: The following facts and mitigation measures indicate <br /> that the impact will be reduced to less than significant. <br /> 1. Potentially significant, project-related traffic noise level <br /> increase of 1 dB is established along Hopyard Road between West Las Positas <br /> Boulevard and Valley Avenue and Stoneridge Drive between West Las Positas <br /> Boulevard and Santa Rita Road, which may increase traffic noise exposure to <br /> above 60 dB Ldn within single-family residential backyards. Development <br /> adjacent to several roadways may experience traffic noise exposure in excess of <br /> 65 dB, potentially resulting in interior noise exposure of 45 dB Ldn or higher <br /> within some project buildings. <br /> 2. Implementation of Mitigation Measures 4.J-5a through 4.J- <br /> 5c set forth in Table 6-1 of the Final SEIR and listed in the MMRP will ensure that <br /> Impact 4.J-5 would be reduced to a less than significant level and are hereby <br /> incorporated by reference and described below. <br /> 4.J-5a: Prior to PUD approval, if a potential site for rezoning would add traffic <br /> noise in excess of 55 dBA as described in Table 4.J-6, the project applicant shall <br /> conduct an off-site noise study to determine the project's contribution to off-site <br /> roadway noise and contribute its fair-share to mitigate the established noise <br /> impact. <br /> 4.J-5b: Any residential or office buildings shall be built to California's interior- <br /> noise insulation standard so that interior traffic noise exposure does not exceed <br /> 45 dB Ldn. Before building permits are issued, the project applicant shall be <br /> required to submit an acoustical analysis demonstrating that the buildings have <br /> been designed to limit interior traffic noise exposure to a level of 45 dB <br /> Ldn/CNEL or less. <br /> 4.J-5c: Any locations of outdoor activity for sensitive uses associated with the <br /> project site shall be designed so that the noise exposure from traffic does not <br /> exceed 65 dB Ldn at these activity areas. This shall be done thru site orientation <br /> (i.e., location of activity areas away from roadways or shielded by project <br /> buildings) or with the inclusion of appropriate noise barriers. Prior to PUD <br /> approval, the project applicant shall be required to submit an acoustical analysis <br /> demonstrating that outdoor activity spaces associated with sensitive uses do not <br /> exceed 65 dB Ldn within these spaces. <br /> Site(s) affected: All <br /> (Draft SEIR, pp. 4.J-21 to 4.J-26.) <br /> Impact 44-6 <br />
