The SEIR evaluates the impact of the proposed project related to the exposure of <br /> residents to excessive exterior and interior noise resulting from train noise events. <br /> Significance Before Mitigation: Significant <br /> Significance After Mitigation: Less than Significant <br /> Finding: Changes or alterations have been required in or incorporated into the <br /> Project that would avoid or substantially lessen the significant environmental <br /> effect as identified in the SEIR. Mitigation Measure 4.J-3 which is required in or <br /> incorporated into the Project, will reduce the significant environmental impact to a <br /> less than significant level. <br /> Facts in Support of Finding: The following facts and mitigation measures indicate <br /> that the impact will be reduced to less than significant. <br /> 1. Train-related noise exposure at Sites 8, 11, 14, 18, and 21, <br /> which are in close proximity to the UPRR mainline tracks, may exceed the <br /> applicable 70 dB Ldn exterior noise exposure limit and 50 dB Lmax/55 dB Lmax <br /> criteria within habitable rooms. As a result, this impact would be potentially <br /> significant. <br /> 2. Implementation of Mitigation Measure 4.J-3 set forth in <br /> Table 6-1 of the Final SEIR and listed in the MMRP will ensure that Impact 4.J-3 <br /> would be reduced to a less than significant level and is hereby incorporated by <br /> reference and described below. <br /> 4.J-3: The City shall require project applicants (Sites 8, 11, 14, 18, and 21) to <br /> conduct site-specific acoustical assessments to determine train-related noise <br /> exposure, impact, and mitigation. Recommendations in the acoustical <br /> assessment shall be sufficient to satisfy the applicable City of Pleasanton 70 dB <br /> Ldn and 50/55 dB Lmax exterior and interior noise exposure criteria, respectively, <br /> using appropriate housing site design and building construction improvements. <br /> Site(s) affected: Sites 8, 11, 14, 18, 21 <br /> (Draft SEIR, pp. 4.J-19 to 4.J-20.) <br /> Impact 4.J-5 <br /> Development facilitated by the General Plan Amendment and rezonings could <br /> potentially generate additional traffic on local area roadways and associated increases in traffic <br /> noise exposure relative to existing conditions. <br /> The SEIR evaluates the impact of the proposed project related to the exposure of <br /> residents to traffic noise resulting from additional traffic on local area roadways. <br /> Significance Before Mitigation: Significant <br /> Significance After Mitigation: Less than Significant <br />
