Subsurface ground-disturbing activities of the proposed <br /> project could have a significant impact on previously unknown unique <br /> paleontological resources in the Planning Area. <br /> 2. Implementation of Mitigation Measure 4.D-3 set forth in <br /> Table 6-1 of the Final SEIR and listed in the MMRP will ensure that Impact 4.D-3 <br /> would be reduced to a less than significant level and is hereby incorporated by <br /> reference and described below: <br /> 4.D-3: In the event that paleontological resources are encountered during the <br /> course of development, all construction activity must temporarily cease in the <br /> affected area(s) until the uncovered fossils are properly assessed by a qualified <br /> paleontologist and subsequent recommendations for appropriate documentation <br /> and conservation are evaluated by the Lead Agency. Excavation or disturbance <br /> may continue in other areas of the site that are not reasonably suspected to <br /> overlie adjacent or additional paleontological resources. <br /> Site(s) affected: All <br /> (Draft SEIR, p. 4.D-18.) <br /> Impact 4.D-4 <br /> Development facilitated by the General Plan Amendment and rezonings has the <br /> potential to disturb human remains, including those interred outside of formal cemeteries. <br /> The SEIR evaluates the impacts of the proposed project related to the <br /> disturbance of human remains, including those interred outside of formal cemeteries. <br /> Significance Before Mitigation: Significant <br /> Significance After Mitigation: Less than Significant <br /> Finding: Changes or alterations have been required in or incorporated into the <br /> Project that would avoid or substantially lessen the significant environmental <br /> effect as identified in the SEIR. Mitigation Measure 4.D-4, which has been <br /> required in or incorporated into the Project, will reduce the significant <br /> environmental impact to a less than significant level. <br /> Facts in Support of Finding: The following facts and mitigation measures indicate <br /> that the impact will be reduced to less than significant. <br /> 1. Subsurface ground-disturbing activities of the proposed <br /> project could inadvertently disturb previously unknown human remains. <br />
