Indoor Air Quality - In accordance with the recommendations of BAAQMD, <br /> appropriate measures shall be incorporated into building design in order to <br /> reduce the potential health risk due to exposure of sensitive receptors to TACs to <br /> a less than significant level. <br /> Project applicants shall retain a qualified air quality consultant to prepare a health <br /> risk assessment (HRA) in accordance with the BAAQMD requirements to <br /> determine the exposure of project residents/occupants/users to air pollutants <br /> prior to PUD approval. The HRA shall be submitted to the Community <br /> Development Department for review and approval. The applicant shall implement <br /> the approved HRA mitigation measure recommendations, if any, in order to <br /> reduce exposure to TACs below BAAQMDs threshold of significance at the time <br /> of project approval. <br /> Outdoor Air Quality - To the maximum extent practicable, individual and common <br /> exterior open space, including playgrounds, patios, and decks, shall either be <br /> shielded from the source of air pollution by buildings or otherwise buffered to <br /> further reduce air pollution for project occupants. <br /> Site(s) affected: All <br /> (Draft SEIR, pp. 4.B-21 to 4.8-24; Final SEIR, pp. 2-4 to 2-5.) <br /> Impact 4.B-5 <br /> Development facilitated by the proposed General Plan Amendment and <br /> rezonings could potentially include residential developments that expose occupants to sources <br /> of substantial odors affecting a substantial number of people. <br /> The SEIR evaluates the impact of the proposed project related to the exposure of <br /> residents to substantial odors. Existing odor sources in the City of Pleasanton include: (1) sand- <br /> and-gravel harvesting areas — including asphalt plants — along Stanley Boulevard; (2) the <br /> Dublin-San Ramon Services District sewage treatment plant on Johnson Drive and the <br /> treatment ponds and drying beds north of Stoneridge Drive; and (3) the solid waste transfer <br /> station on Busch Road. <br /> Significance Before Mitigation: Significant <br /> Significance After Mitigation: Less than Significant <br /> Finding: Changes or alterations have been required in or incorporated into the <br /> Project that would avoid or substantially lessen the significant environmental <br /> effect as identified in the SEIR. Mitigation Measure 4.B-5, which has been <br /> required in or incorporated into the Project, will reduce the significant <br /> environmental impact to a less than significant level. <br /> Facts in Support of Finding: The following facts and mitigation measure indicate <br /> that the impact will be reduced to less than significant. <br />
