Councilmember McGovern questioned significant and unavoidable traffic having to do with the two <br /> segments of roadway, and noise attenuation. Mr. Fialho said Mr. Dolan had explained that significant <br /> impacts are a technical term defined under CEQA. In addition staff can ensure that impacts on those <br /> roadways get mitigated by sound-attenuating asphalt which may occur before any development through <br /> the routine pavement management program. <br /> MOTION: It was m/s by Hosterman/Cook-Kallio to adopt/introduce and waive full reading of the <br /> following resolutions and ordinances subject to (1) amend the text on p. 4.L-12 of the SEIR to bolster <br /> the relationship with the school district to resolve outstanding school issues; (2) amend the text of <br /> Mitigation Measure 4.N-7 to tie traffic impacts to growth management to reflect Program 9.1, which <br /> relate to the regional roadway network, specifically First Street at Bernal and Sunol and Hopyard <br /> between Owens Drive and 1-580; (3) amend the text of Mitigation Measure 4.L-2 to tie water availability <br /> and its impacts to Growth Management Program 9.1; (4) amend the text of Mitigation Measures 4.d-la <br /> and 4.D-1b to reference guidelines and language of the Downtown Historic Guidelines for historic <br /> mitigation; and (5) direct staff to return with a work plan for the east side in the next few months, and to <br /> ensure that impacts of roadways are mitigated with the use of sound-attenuating asphalt. <br /> Resolution No. 12-492 adopting the California Environmental Quality Act (CEQA) Findings and <br /> the statement of overriding considerations for the final environmental impact report for the Housing <br /> Element and Associated Land Use Changes and the Climate Action Plan and a Mitigation Monitoring <br /> and Reporting Program <br /> Resolution No. 12-493 certifying as adequate and complete the Final Supplemental <br /> Environmental Impact Report for the Housing Element (and Associated Land Use Changes) and the <br /> Climate Action Plan <br /> Resolution No. 12-494 approving the City Initiated General Plan Amendment of Five (5) sites <br /> as filed under cases P11-0905, P11-0907, P11-0909, P11-0913 and P11-0916 to allow high density <br /> residential or medium density residential development or mixed use (including multifamily residential <br /> development) <br /> Resolution No. 12-495 amending the Bernal Property Specific Plan land use designation for <br /> the Gateway Property Between Valley Avenue and 1680 (Case P11-0914) <br /> Ordinance No. 2026 approving the City initiated rezoning of the BART Property (5835 and <br /> 5859 Owens Drive), as filed under Case P11-0904 (Site 1) <br /> Ordinance No. 2027 approving the City initiated rezoning of the Sheraton Property (5990 <br /> Stoneridge Mall Road), as filed under Case P11-0906 (Site 2) <br /> Ordinance No. 2028 approving the City initiated rezoning of ten acres of the Stoneridge <br /> Shopping Center Property (1008 - 2481 Stoneridge Mall Road), as filed under Case P11-0908 (Site 3) <br /> Ordinance No. 2029 approving the City initiated rezoning of the of the Kaiser Property (5620 <br /> Stoneridge Mall Road), as filed under Case P11-0910 (Site 4) <br /> Ordinance No. 2030 approving the City initiated rezoning of the CM Capital Properties (5758 <br /> and 5850 West Las Positas Boulevard), as filed under Case P11-0923 (Site 13) <br /> Ordinance No. 2031 approving the City initiated rezoning of the Pleasanton Gateway Property <br /> (1600 Valley Avenue), as filed under Case P11-0915 (Site 7) <br /> City Council Minutes Page 12 of 13 January 4, 2012 <br />
