Commissioner Olson inquired if the Commission could simply forward this to the City <br /> Council. <br /> Ms. Seto said no. She explained that a tie vote means no action; it is neither a denial <br /> nor an approval and, therefore, there is no action to appeal. <br /> Commissioner Olson moved to continue the item. <br /> Commissioner Pearce seconded the motion, with an amendment that it be <br /> continued to a date when there is a 5th Commissioner or an odd number of <br /> Commissioners present. <br /> ROLL CALL VOTE: <br /> AYES: Commissioners Narum, Olson, Pearce, and Pentin <br /> NOES: None <br /> ABSTAIN: None <br /> RECUSED: Commissioner O'Connor <br /> ABSENT: Commissioner Blank <br /> Commissioner Olson asked if a Special Meeting could be called. <br /> Mr. Dolan replied that November 30th is already a special meeting. He indicated that if <br /> the Commission is willing to hear the item that night, it should just pick that night, and <br /> there is a chance that the bigger item would fall off. He added that there are a few other <br /> minor things on that agenda as well. He indicated that the fact that the Commission has <br /> already had the public hearing on this item would mean that the discussion would not <br /> necessarily have to be an extensive. He added that Commissioner Blank could read <br /> the Minutes and get up to speed. <br /> Commissioner Pearce inquired if this could go first on the agenda and before the larger <br /> item. <br /> Mr. Dolan said yes. <br /> Chair Narum that the other item is date-sensitive and has to be done. <br /> Commissioner Pearce noted that this item is continued and inquired if it does not get <br /> bumped up to the top of the agenda. <br /> Mr. Dolan stated that presumably, the second time around, it would not have quite as <br /> much public comment. <br /> Chair Narum inquired if a motion was needed for this. <br /> Mr. Dolan replied that he thinks it is worth it to shoot for November 30th, assuming that <br /> the applicant is available then. <br /> EXCERPT: PLANNING COMMISSION MINUTES, NOVEMBER 9, 2011 Page 15 of 17 <br />
