BACKGROUND
Since the inception of the paramedic program, LPFD has utilized off-duty training and
outside vendors to maintain Advanced Life Support certifications that are required by
the State and County. The class fees and overtime totaled approximately $100,000 per
year. In an attempt to reduce costs, LPFD explored different options for continuing
education delivery. The combination of web-based training with hands on training, all
done on-duty, significantly reduces the cost of the program. Continuing to use outside
vendors insures that LPFD can get objective, professional oversight of continuing
education.
DISCUSSION
The LPFD posted, on the City of Pleasanton website, a request for proposal for services
to provide Emergency Medical Services continuing education. Respondents had to have
a strong background in EMS training, a willingness to work with firefighters, be able to
provide a flexible schedule, and satisfy State, County and Local requirements.
The response was evaluated on meeting identified tasks, technical qualifications and
price. In the final analysis, San Francisco Paramedic Association met all aspects of the
proposal. Their references were current and numerous, and included several local Fire
Departments for whom they provide the same service. They exhibited a creative
approach to the training with the intent of providing the most effective training. They
provided web-based options for two of the three certification classes, which will help
reduce the impact this training has on Fire Department Operations.
Submitt:. ay: Z Fiscal Review: Approved by:
1a. le
Jim :'cruel Emily Wagner Nelson Fialho
Fire Chief Finance Director City Manager
Attachments:
1.
