BACKGROUND <br /> The interchange improvements include widening and realigning the existing eastbound <br /> Foothill off-ramp. This realignment and widening requires filling a portion of the drainage <br /> channel along the off-ramp and construction of a retaining wall. Due to poor soils and <br /> high groundwater at this location the retaining wall foundation will be supported by <br /> underground piles that are approximately 55 feet in length. <br /> DISCUSSION <br /> The bottom of these piles will encroach approximately 16 feet in the adjacent right of <br /> way. These piles will be underground and will not have a permanent impact on the <br /> adjacent landscaping or right of way. An underground footing easement and temporary <br /> construction easement will be necessary to construct the retaining wall piles. Since the <br /> easement will eventually be located in Caltrans right of way we need to follow Caltrans <br /> requirements and processes. The process requires the preparation of a Hard Copy <br /> Map showing the existing right of way of the proposed easement and a plat and legal <br /> description for the easement. Once the map, plat, and legal description are approved by <br /> Caltrans, the City can have a certified right of way agent proceed with appraisal and <br /> acquisition of the easement. <br /> There are several existing underground utilities along or adjacent to Foothill Road within <br /> existing Caltrans right of way. These utilities have access points (manholes and pull <br /> boxes) within their right of way. Caltrans is requiring the City to prepare a Longitudinal <br /> Utility Encroachment Exception for the project.
