LIN <br /> INTERNATIONAL IN THE AMOUNT OF $66,003 TO PREPARE <br /> RETAINING WALL HARD COPY MAPPING, RIGHT OF WAY APPRAISAL <br /> AND ACQUISITION SERVICES, AND A UTILITY ENCROACHMENT <br /> EXCEPTION FOR THE I-580/FOOTHILL ROAD INTERCHANGE <br /> SUMMARY <br /> In July 2010, the City Council approved a Professional Services Agreement with T.Y. <br /> Lin International to prepare project plans, specifications and estimates (PS&E) and <br /> environmental documentation for the I-580/Foothill Road Interchange for the not-to- <br /> exceed amount of$372,638. <br /> In July 2011, the City Council approved the First Amendment to the existing agreement <br /> for additional services that included additional retaining wall designs, updated traffic <br /> forecasts, and an update to the previous Natural Environment Study for $74,490. <br /> The recently designed retaining wall requires an underground footing easement and <br /> temporary construction easement. Since the work will be done in Caltrans right of way, <br /> staff must follow Caltrans requirements for obtaining this underground easement. <br /> These efforts include the preparation of a Hard Copy Map and the services of a certified <br /> right of way agent to proceed with the underground easement appraisal and acquisition. <br /> Caltrans has also required the City to prepare a Longitudinal Utility Encroachment <br /> Exception. This document will request Caltrans approval for the existing utilities and <br /> access points to remain in their current position. <br /> RECOMMENDATION <br /> 1. Approve the Second Amendment to Agreement with T.Y. Lin International to prepare <br /> retaining wall hard copy mapping, right of way appraisal and acquisition services, <br /> and a utility encroachment exception for the I-580/Foothill Road Interchange. <br /> 2. Authorize the City Manager to execute the Second Amendment to Agreement. <br /> FINANCIAL STATEMENT <br /> The Second Amendment to Agreement will be funded by regional traffic impact fees <br /> using funds previously allocated ($753,041) by the Tri-Valley Transportation Council <br /> (TVTC) to the City and placed in CIP No. 095034, I-580/Foothill Road Improvements. <br /> The proposed amendment will increase the project design budget to $513,131. <br />
