36. All demolition and construction activities, inspections, plan checking, material delivery, staff <br /> assignment or coordination, etc., shall be limited to the hours of 8:00 a.m. to 5:00 p.m., Monday <br /> through Friday. No construction shall be allowed on State or Federal Holidays. The Director of <br /> Community Development may allow earlier "start times" or later "stop times" for specific <br /> construction activities (e.g., concrete pouring) if it can be demonstrated to the satisfaction of the <br /> Director of Community Development that that the expanded construction hours are necessary <br /> (e.g., the concrete foundations need to be poured early due to weather conditions). All <br /> construction equipment must meet Department of Motor Vehicles (DMV) noise standards and <br /> shall be equipped with muffling devices. Prior to construction, the hours of construction shall be <br /> posted on site. <br /> 37. The applicant shall prepare a Traffic Management Plan (TMP) to ensure that the construction <br /> traffic will not conflict with the Mohr Elementary School a.m. or p.m. school traffic hours, Monday <br /> through Friday. The TMP shall apply to all grading and construction phases and shall be <br /> completed before the first construction phase to the satisfaction of the Planning Division. <br /> 38. The electrical plans for the homes shall provide telecommunications infrastructure consistent with <br /> state-of-the-art methods (e.g., cabling for DSL, broadband, or wireless service, wiring for total <br /> room access, etc.) in effect at the time that building permit(s) are issued. The plan shall be part <br /> of the building permit plan set. <br /> 39. The State of California's Green Building Standards Code, "CALGreen," shall apply, if applicable. <br /> 40. Water conservation devices shall be installed as part of the project. The water conservation <br /> devices shall be stated on the plans submitted for the issuance of a building permit. <br /> 41. The project shall comply with the current City/Pleasanton Garbage Service recycling and <br /> composting programs. <br /> 42. A final subdivision map shall be required to re-subdivide the properties into 31 lots. With the final <br /> map, the project developer shall record Conditions, Covenants and Restrictions (CC&R's) at the <br /> time of recordation of the final map which shall create a homeowners association (HOA) or <br /> maintenance association for the development. The HOA or maintenance association shall be <br /> responsible for the maintenance of all stormwater treatment measures and the Cameron Avenue <br /> landscaping between the sidewalk and street curb. The buildings, driveways, landscape, and lot- <br /> specific drainage shall be the responsibility of the individual lot owner. The CC&R's shall be <br /> subject to the review and approval of the City Attorney prior to recordation of the final map. The <br /> City shall be granted the rights and remedies of the association, but not the obligation, to enforce <br /> the maintenance responsibilities of the association. <br /> 43. The project developer shall provide to the buyers of the houses covered by this approval, <br /> photovoltaic systems as an option. With the building permit plan set, the project developer shall <br /> show the installations for each of the buildings covered by this approval to the satisfaction of the <br /> Director of Community Development before issuance of a building permit. <br /> 44. The project developer shall implement the following Best Management Practices with the design <br /> and construction of the homes on Lot 2 and Lots 4 through 31: <br /> a. Incorporate as feasible resource efficient landscaping, energy efficient hot water distribution <br /> systems, high efficiency toilets and other low flow plumbing fixtures, high efficiency <br /> heating/cooling systems, pre-plumbing for solar water heating, install conduit for <br /> photovoltaic systems, etc. <br /> b. Incorporate energy efficient appliances and systems that meet Energy Star standards, <br /> Page 10 <br />
