WttEREAS, this City Council finds that potentially significant <br /> environmental effects either (1) have been mitigated <br /> by project conditions of approval or modifications <br /> made to the project during the review process, <br /> (2) require mitigation by another public agency <br /> having jurisdiction, or (3) cannot be mitigated <br /> except by mitigation measures or alternatives <br /> found to be infeasible given economic, social, <br /> environmental, and other considerations. The <br /> facts and findings supporting these findings are <br /> summarized in the Environmental Impact Findings, <br /> attached hereto as Exhibit "A" and incorporated <br /> herein by reference and as are more fully found in <br /> the administrative record of this project; and <br /> <br />WHEP~AS, this City Council finds that although not all <br /> significant environmental effects have been reduced <br /> to an acceptable level as defined in the CEQA <br /> guidelines, the remaining, unavoidable significant <br /> environmental effects are acceptable because the <br /> project's economic, social, environmental, and <br /> other benefits outweigh any impacts which may <br /> occur; said benefits include provision of local <br /> jobs in a net out-connnuting community; jobs which <br /> match local labor force characteristics; potential <br /> reduction in total work trip length and reduced <br /> regional emissions; social benefits of more time <br /> for family and connnunity life due to reduced work <br /> trip commute times; significant construction jobs <br /> over a 25-year period; positive fiscal impact upon <br /> the City's general fund; increased tax base and <br /> diversification of employers insulating the City <br /> and community from adverse effects of single- <br /> employer labor decisions; improvement of the <br /> circulation system in northern Pleasanton, including <br /> improved emergency vehicle response times; reduction <br /> in flood hazard in presently urbanized areas; <br /> improvement of ambient noise levels in residential <br /> areas; off-site streetscape beautification; and <br /> other benefits enumerated in project staff reports, <br /> public hearings, and applicant presentations; and <br /> <br />WHEREAS, this City Council further finds that this project <br /> conforms to the requirements and purposes of the <br /> City's PUD ordinance, is in the best interests of <br /> the public health, safety, and general welfare, <br /> and is consistent with the goals and policies of <br /> the Pleasanton General Plan; <br /> <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON <br />ORDAINS AS FOLLOWS: <br /> <br />Section 1: Finds the recitals herein contained are true and correct. <br /> <br /> -2- <br /> <br /> <br />
