DISCUSSION <br /> The City will be replacing a 1985 Van Pelt Type I Fire Engine, with a current mileage of <br /> 129,318. This fire engine has exceeded its service life and lifecycle cost and meets the <br /> City's replacement criteria. In addition to the age of the vehicle, the cost of operating <br /> and maintaining it has increased significantly and it is no longer reasonable or cost <br /> effective to keep the vehicle in operation. Also, since the last Type I Fire Engine <br /> purchase in 2003, the regulations for the National Fire Protection Agency and the <br /> California Air Resources have become more stringent, making the Type I Fire Engine <br /> safer and with cleaner burning engine emissions. <br /> LPFD researched various fire engine manufacturers and determined that the Pierce <br /> Quantum Type I Fire Engine is the only make and model that offers the Air Actuated <br /> Entry Steps and TAK-4 independent front suspension. The new vehicle will also include <br /> required safety features such as a Side Roll Protection System which features frontal <br /> and side air bags for the passengers and Electronic Stability Control which improves <br /> vehicle handling. These are safety features that will reduce the possibility of firefighter <br /> injuries. <br /> The replacement Type I Fire Engine meets the National Fire Protection Association <br /> (NFPA) #1901 Automotive Fire Apparatus, Motor Vehicle Safety Standards, California <br /> Motor Vehicle Code, California Code of Regulations Title 8, 13,15, & 21, and all <br /> applicable state and federal regulations. The replacement Type I Fire Engine will be <br /> assigned as a first out Fire Engine as responder for emergencies. <br /> The City and County of San Francisco issued a Request for Proposals #72250 (RFP) <br /> for Structural Fire Engines on April 4, 2011. As part of its purchase contract, Pierce <br /> agreed to honor the same terms and conditions for other public agencies. As a result, <br /> staff utilized this pricing for finalizing its purchasing terms.
