BACKGROUND <br /> The Sidewalk Maintenance project is an annual City program. The City's Streets <br /> Division identifies sidewalk areas that are potential tripping hazards and the City's ADA <br /> (Americans with Disabilities Act) Compliance Committee recommends locations for <br /> improvements. The City of Pleasanton's Engineering Division considers safety <br /> improvement urgency, proximity to other locations requiring work, scheduling of other <br /> street projects, and available budget when prioritizing locations to be improved each <br /> year. <br /> This year's project consists of removing and replacing: 14 intersection ramps that are <br /> not ADA compliant; 6,000 SF of sidewalk that presents potential tripping hazards; and <br /> 300 LF of curb and gutter that has cracks or drainage problems. The work will also <br /> include removing and replacing damaged asphalt sidewalk with concrete sidewalk near <br /> railroad crossings which are not ADA complaint at four locations in the City. <br /> Additionally, the work will include removing and replacing a Zone 7 fence, and <br /> constructing new ramps and passageways on West Las Positas Boulevard at Payne <br /> Road to access the Zone 7 pathway. Zone 7 currently owns and operates an unpaved <br /> access road along the south side of West Las Positas Boulelvard between 1-680 and <br /> Hopyard Road along the Arroyo Mocho. A small western portion of this road is <br /> accessible for recreational use and provides access to the Centennial Trail, Pleasanton <br /> Canal Trail, and Arroyo Del Valle Trail. The remaining portion of this access road was <br /> previously closed to recreational traffic. Recently the City and Zone 7 agreed to open <br /> access to this roadway as an unpaved trail, linking it to the nearby trail network. <br /> This project would provide an access point to the newly opened trail at the intersection <br /> of West Las Positas Boulevard and Payne Road. A grade separation between the <br /> existing access road and West Las Positas Boulevard requires an ADA compliant curb <br /> ramp. The improvements will be completed in accordance with the existing agreement <br /> between Zone 7 and the City of Pleasanton for the use of flood control channels for park <br /> and recreational uses. <br /> DISCUSSION <br /> Bids <br /> The engineer's estimate for the project was calculated at $136,000. Sealed bids were <br /> opened on November 9, 2011. Seven bids were received that ranged from $131,800 to <br /> $196,840 (see Attachment 2). The apparent low bid was received from AJW <br /> Construction of Oakland, California. All bid documents were found to be in order and <br /> past work performed by AJW was verified to be satisfactory. Staff recommends award <br /> of the construction contract to the lowest responsible bidder, AJW Construction. <br /> Budget <br /> Staff recommends that the construction contingency amount for this project be set at <br /> 20% of the construction contract due to potential expansion of project limits due to <br /> defects that may become apparent during the demolition phase. An amount of$8,000 <br /> will be charged to CIP 115043 Bicycle and Pedestrian Related Improvements for <br /> Page 2 of 3 <br />
