Sniper/Observer Team <br /> e) 1 Sniper TL - rank of sergeant <br /> f) 1 Sniper ATL — rank of sergeant or police officer <br /> Crisis Negotiation Team (CNT) & Tactical Dispatch (TD) <br /> g) 1 CNT/TD TL, rank of sergeant <br /> h) 1 CNT/TD ATL, rank of sergeant or officer <br /> The SWAT TL and Sniper TL will conduct monthly team training. All SWAT operators <br /> and Sniper/Observers must maintain minimum levels of physical fitness and <br /> satisfactorily complete semi-annual fitness testing in accordance with team standards. <br /> Each Police Chief will identify and designate a liaison from within their respective <br /> department, at the rank of Captain, to serve as the Agency Advisor. The SWAT <br /> Commander will work through Agency Advisor's to facilitate policy and budget issues <br /> and to communicate pertinent information relative to personnel management. <br /> The frequency of all tactical team training will be determined by mutual agreement by <br /> the tactical team advisors. <br /> COMMAND AND CONTROL <br /> The Command and Control of the Regional SWAT Team consists of the Regional <br /> SWAT Commander and Tactical Commander. <br /> When the East County Tactical Team is activated, the SWAT Commander, Tactical <br /> Commander and Team Leader(s) will report directly to the Officer In charge (OIC) of the <br /> scene for a situational brief. At the conclusion of the situational brief, the SWAT <br /> Commander will assume responsibility of the incident and be designated the Incident <br /> Commander. <br /> The Incident Commander is responsible for determining the mission(s) to be undertaken <br /> to resolve the incident. The Tactical Commander and Team Leader(s) are responsible <br /> for determining the tactics to be used in carrying out the mission(s), with the approval <br /> and oversight of the Incident Commander. During a SWAT deployment, no person who <br /> is not in a leadership position within the East County Tactical Team will attempt to <br /> direct, supervise or control any element or member of the East County Tactical Team. <br /> Command, supervisory and leadership positions on the East County Tactical Team will <br /> be staffed based on mutual agreement of the Chiefs of Police of the participating <br /> agencies or their designee. <br /> All members of the East County Tactical Team will be under the direct supervision of <br /> the SWAT Commander, Tactical Commander and/or Team Leader and will submit to <br /> his/her authority while engaged in tactical operations, training or investigations related <br /> to East County Tactical Team operations. <br /> 3 <br />
