INTRODUCTION <br /> It is recognized that the presence of a highly trained and skilled police tactical <br /> operations team has been shown to aid in the peaceful resolution of critical incidents <br /> and can reduce the risk of injury or loss of life to citizens, police officers, and suspects. <br /> It is also recognized that a well-managed "team" response to critical incidents usually <br /> results in successful resolution of those events. To this end, it is the intent of the <br /> administrations of the Livermore and Pleasanton Police Departments to pool resources <br /> toward an integrated tactical operations team consisting of a Special Weapons and <br /> Tactics Team (SWAT), Crisis Negotiations Team (CNT) and Tactical Dispatch (TD) <br /> Team, hereinafter referred to as the "East County Tactical Team" (ECU). This team <br /> will serve both communities by responding as a regional resource to critical incidents <br /> within the jurisdictions. The team may also from time to time be called upon as a <br /> resource to incidents outside the participating jurisdictions. <br /> PARTICIPATION <br /> This agreement is voluntary in nature and places neither department under any <br /> obligation to respond to a request for a tactical team response if they are unable to fulfill <br /> the request due to a lack of staffing or a lack of resources. However, all reasonable <br /> efforts should be made to accommodate requests whenever a tactical operations team <br /> will best serve the interest of the adjoining parties. <br /> AGENCY STAFFING <br /> Participating agencies agree to commit staff to the East County Tactical Team. The <br /> number of personnel assigned to the team from each department should generally be <br /> equal recognizing there may be times when this is not attainable due to a lack of <br /> qualified personnel, budget constraints or other reasons. The participating agencies <br /> also agree to provide program management and leadership to the team based upon <br /> mutual agreement of the agency heads. These staffing commitments are subject to <br /> annual review and revision by the Chiefs of Police of the participating agencies. <br /> Personnel chosen to participate on the East County Tactical Team must be committed <br /> to tactical training and continuous learning and growth in this assignment. Each <br /> member's on-going participation is predicated upon a sustained effort on the team as <br /> demonstrated by their professional behavior and attendance at scheduled training <br /> sessions and tactical activations. <br /> LEADERSHIP <br /> The East County Tactical Team should have the following leadership positions and <br /> generally be at the rank as indicated: <br /> SWAT Team <br /> a) 1 SWAT Commander, rank of lieutenant <br /> b) 1 Tactical Commander, rank of sergeant or above <br /> c) 1 SWAT Team Leader (TL), rank of sergeant <br /> d) 3 SWAT Assistant Team Leaders (ATL), rank of sergeant or police officer <br /> 2 <br />
