18.When the restaurant ceases operation and the building becomes vacant, the <br /> property or the building owner shall remove the building within one year from <br /> the date when the building becomes unoccupied. Failure to do so may result <br /> in the City taking enforcement action and placing a lien against the property. <br /> 19.Prior to the issuance of a building permit, the applicant shall implement <br /> mitigation measures as recommended in the Traffic Study, prepared by <br /> Dowling & Associates, dated "Received September 20, 2006" on file in the <br /> Planning Division, or as otherwise determined by the City Traffic Engineer. <br /> 20.Final inspection by the Planning Division is required prior to occupancy. <br /> 21.All trash and refuse shall be contained completely within enclosures <br /> architecturally compatible with the main structure. The materials and color of <br /> the enclosure walls shall match the building walls, and the gates shall be <br /> corrugated metal or solid wood. The design of the enclosures shall be shown <br /> on the plans submitted for issuance of building permits, subject to the <br /> approval of the Director of Community Development. The trash enclosure <br /> shall be sized to accommodate both trash and recycling containers. Trash <br /> containers shall be stored within the enclosure at all times, except when being <br /> unloaded. Trash enclosures which are sized to contain dumpsters with an <br /> individual capacity of 1.5 cubic yards located within five feet of unprotected <br /> building openings, combustible walls, or combustible roof eaves shall be <br /> provided with an automatic fire sprinkler system. <br /> 22.The driveway and parking area shall be surfaced with a decomposed granite <br /> material. Surfacing shall be completed before occupancy of the restaurant <br /> and shall be maintained by the property owner/operator. <br /> 23.Appliances meeting Energy Star standards shall be installed as part of the <br /> project. The proposed appliances shall be indicated on the plans submitted <br /> for the issuance of a building permit. <br /> 24.Water conservation device such as low-flow faucets, toilets, etc. shall be <br /> installed as part of the project. The devices(s) shall be indicated on the plans <br /> submitted for the issuance of a building permit. <br /> Landscaping <br /> 25.The project shall comply with the State of California's Model Water Efficient <br /> Landscape Ordinance for water conservation and drought tolerant plants. A <br /> licensed landscape architect shall verify the project's compliance with the <br /> ordinance: 1) prior to the issuance of a building permit; and 2) prior to final <br /> inspection. The verification shall be provided to the Planning Division. <br /> 4 <br />
