Community Services <br /> 8. Approved the appointment of Cynthia Bryant as City Poet Laureate for 2011-2013 <br /> Finance <br /> 9. Waived full reading and adopted Resolution No. 11-479 encouraging the Zone 7 Board of <br /> Directors to adopt a water rate alternative that does not result in a 2012 water rate increase <br /> In response to Councilmember McGovern's request, Director of Operation Services Smith spoke of <br /> staff's work with Zone 7 and its Finance Committee on the proposed increase. He reported an <br /> additional meeting has been scheduled with the full Board to discuss the matter. They are proposing a <br /> 5% to 10% increase, and Pleasanton is working towards no increase. The Zone supports a plan for <br /> replacing infrastructure and in this economy, it is the City's belief that the work should be deferred; <br /> however, it stands alone as the only retailers pushing for no increase. <br /> Councilmember McGovern pointed out that the projection is also a cumulative increase of 37% up to <br /> 2016 which is over and above the 41%. <br /> MOTION: It was M/S by Thorne/Cook-Kallio to approve Consent Calendar as submitted. Presentation by Ayn Wieskamp, Ward 5 Board Member, East Bay Regional Park District <br /> Ayn Wieskamp, Ward 5 Board Member, East Bay Regional Park District, discussed the Park District's <br /> work in adding just over 3,000 acres; 2,210 acres of which are in the Pleasanton Ridge. They have also <br /> received funds to assist in Measure WW which she briefly outlined, described work on funding and <br /> design of trails, Healthy Parks/Healthy People, and an upcoming event at Pt. Pinole in Richmond. <br /> 12. Recognition of Deborah Grossman, 2009 - 2011 Poet Laureate <br /> Councilmember McGovern introduced and recognized Deborah Grossman for her work as the City's <br /> Poet Laureate from 2009-2011 and described the many readings, programs, and accomplishments <br /> given to the City by Ms. Grossman during this time. Deborah Grossman provided outgoing comments <br /> and accepted a commendation from the Council. <br /> 13. Poetry reading by Cynthia Bryant, 2011-2013 Poet Laureate <br /> Councilmember McGovern introduced and recognized Cynthia Bryant, was the City's 4`h Poet Laureate <br /> from 2005 to 2007 who has volunteered to return. She provided a brief background of Ms. Bryant and <br /> asked her to read a poem to the community. <br /> Cynthia Bryant read a poem by Charlene Villella, the City's 1st Poet Laureate, called Momento. <br /> City Council Minutes Page 2 of 5 October 4, 2011 <br />
