connected with a drive aisle and parking circling around the rear of rear of the <br /> building. A total of 31 parking spaces are proposed, including two parking spaces <br /> for persons with disabilities. <br /> The proposed building would have a low pitched roof measuring approximately 17'- <br /> 8" tall from grade to the roof peak. The exterior elevations would have cement <br /> plastered wall, stone veneer wainscot with brick cap, shake siding, and divided light <br /> single hung windows with wood trim. A porte-cochere is proposed in the center of <br /> the east elevation with a gable design to emphasize the building entrance. This <br /> porte-cochere is supported by two tapered square columns with stone veneer and <br /> wood cap. Gable element, wall inserts and projections are also included on other <br /> parts of the building to help break the building's linear appearance. <br /> The applicant has also agreed to construct a six-foot tall sound wall along the south <br /> and the east boundaries of the property to serve as a noise barrier between the <br /> project the adjoining uses. <br /> Please refer to the attached Planning Commission staff report, dated October 12, 2011, <br /> and the proposed plans for additional project information <br /> PLANNING COMMISSION ACTION <br /> The Planning Commission held a public hearing on October 12, 2011 to review the <br /> subject application. Detailed information on this meeting is provided in the attached <br /> excerpts of the Planning Commission minutes. No members of the public spoke at the <br /> hearing concerning the subject proposal other than the applicant. The Commission <br /> approved the application on a 5-0 vote. The Commission included a condition requiring <br /> the applicant install a barrier, in a form of a chain link fence or similar barrier, at the end <br /> of the strip fronting on Sycamore Road to prevent vehicular access to and from the site. <br /> The Planning Commission meeting minutes can be found in Attachment 4. <br /> DISCUSSION <br /> Staff and the Planning Commission believe that the proposed site plan and orientation <br /> of the building is appropriate for the subject site. Additionally, the design of the building <br /> includes detailed architectural elements that add visual interest to the elevations and <br /> break the linear massing of the building. The proposed landscaping would provide a <br /> pleasant streetscape along Sunol Boulevard. A detailed analysis and discussion of the <br /> proposal is included in the attached Planning Commission staff report dated October 12, <br /> 2011, including: General Plan and North Sycamore Specific Plan land use conformity, <br /> zoning and uses, development plan conformity with the North Sycamore Specific Plan, <br /> site plan, traffic and circulation, parking, grading and drainage, building design, Green <br /> Building, landscaping, and North Sycamore Specific Plan cost responsibilities. <br /> PUBLIC NOTICE <br /> Notices regarding this appeal and related public hearing were mailed to the surrounding <br /> property owners and tenants within a 1,000-foot radius of the project site.
