ENVIRONMENTAL ASSESSMENT <br /> An Environmental Impact Report (EIR) was prepared and certified for the North <br /> Sycamore Specific Plan. The California Environmental Quality Act (CEQA) specifies <br /> that individual development projects that are prepared pursuant to the requirements of <br /> an adopted specific plan, for which an EIR has been prepared and certified, are exempt <br /> from additional environmental review. Since the subject development is also proposed <br /> on the 5998 Sunol Boulevard property, which wasn't part of the NSSP or its EIR, and an <br /> amendment is proposed to the NSSP, a draft Negative Declaration accompanies this <br /> report to address the potential environmental impacts. Based on an initial study, staff <br /> believes that approval of Cases PSPA-4 and PUD-65-01M would not have any <br /> significant adverse effects on the environment. If the City Council concurs with this <br /> environmental assessment, the City Council must make the finding that the Mitigated <br /> Negative Declaration is appropriate prior to taking action on the project. <br /> CONCLUSION <br /> Staff believes that the proposed building meets all applicable requirements of the <br /> Pleasanton Municipal Code, North Sycamore Specific Plan, and General Plan as <br /> conditioned.
