THE CITY OF 13 <br /> CITY COUNCIL AGENDA REPORT <br /> pL£ASANTONo <br /> November 1, 2011 <br /> Community Services <br /> TITLE: APPROVE THE DESIGN OF THE SPORT COURTS IN OWENS PLAZA <br /> PARK TO CONFORM TO THE IRON HORSE TRAIL MASTER PLAN <br /> SUMMARY <br /> In March, 2011, the City Council approved the East Bay Regional Park District (EBRPD) <br /> Feasibility Study and Master Plan for the Iron Horse Trail segment from the Dublin- <br /> Pleasanton BART Station to Santa Rita Road. The approval followed a rigorous public <br /> process that included review by the general public, the Parks and Recreation <br /> Commission and the Bicycle, Pedestrian and Trails Committee. As the new trail <br /> segment would displace recreation facilities located in the linear park of the Valencia <br /> Homeowner's Association, the plan recommended the relocation of those facilities — a <br /> basketball court and a tennis court - into the adjacent Owens Plaza Park. The final <br /> schematic design for those improvements is now complete and has been approved by <br /> the Parks and Recreation Commission at its regular meeting on October 13, 2011. At <br /> this time, the City Council is being asked to review and approve the design before <br /> construction drawings are prepared. <br /> PARKS AND RECREATION COMMISSION RECOMMENDATION <br /> That the City Council review and approve the design of the sport courts in Owens Plaza <br /> Park in conformance with the approved Iron Horse Trail Master Plan. <br /> RECOMMENDATION <br /> That the City Council review and approve the design of the sport courts in Owens Plaza <br /> Park in conformance with the approved Iron Horse Trail Master Plan. <br /> FINANCIAL STATEMENT <br /> Funding to implement the plan — including the full cost to design and construct the <br /> proposed sport courts - is available from East Bay Regional Park District's successful <br /> application to the Federal Department of Transportation's TIGER II program and Park <br /> Bond Measure WW. Staff estimates that the ongoing maintenance costs associated <br /> with the new facilities in Owens Plaza Park will add approximately $3,200 per year to <br /> the cost of park maintenance. This added cost considers the routine care, resurfacing <br /> and coloring of the courts approximately every seven (7) years. <br />
